LaVern D.Green, county surveyor, told the county commission that contract bids for the project will probably come early next spring. Preliminary Pre-liminary work on the road will include work on piping and irrigation ir-rigation lines, and cuts for fill work and ditches. At Tuesday evening's session of the Orem City Council, a motion proposed by Councilman Glen Zimmerman was passed that will provide that Orem City will maintain and install planter and sprinkling facilities on the ten and fifteen foot planter areas on either side of the Center Street Road. The city will be in charge of the planters on Center Street from State Street (Highway 91) to 800 East. "If we let the individual property prop-erty owners maintain their own planter sections in front of their homes, each one would look different dif-ferent and their would be no conforming beauty in the landscaping," land-scaping," said Councilman Glen Zimmerman. lake Garn Shows Concern For Elderly GOP Senate candidate Jake Garn released his ICth position posi-tion paper today , a "Statement on Concerns of the Elderly." Garn said solutions to the problems prob-lems of the elderly are to increase in-crease the meaningfulness of their lives while holding down both public and private retirement retire-ment costs. Among problems of senior citizens Garn said the most important are: the ineffectiveness ineffecti-veness of Social Security; job discrimination based on age; health care and shortcomings of Medicare; burdens of property prop-erty tax; and transportation. To deal with those problems, Garn is proposing the following' follow-ing' solutions: 1- Social Security-Coordinate Social Security laws and income incentives; Raise the cieling on allowed earned income. 2- Eliminate job discrimination discrimina-tion for those over 65. 3- Broaden Medicare coverage cover-age to provide one uniform source for health care needs. 4- Provide cheap and reliable transportation to help the elderly elder-ly get to community programs which help strengthen their role in society. 5- Housing-Provide property tax relief for aged couples with income below $10,000; Enact special revenue sharing for low income housing for the aged. 6- Expand funding for volunteer volun-teer programs that utilize senior sen-ior citizens. (OUTREACH, IS VP etc.) Garn concludes his paper by saying, By remembering that our programs should be directed dir-ected at more than just economic econ-omic needs, we should be able ') improve both the material and psychological well-being of elderly people in the United States."
