He expressed your concern about the position of weekly newspapers under the provisions provi-sions of the House-passed postage rate raise bill. I have had conferences with Post Office officials on this bill, amd have also talked directly with publishers of weekly newspapers in an attempt at-tempt to become thoroughly familiar with all aspects of the problem. You might be in terested in some of the philosophy philo-sophy back of Post Office Department's De-partment's recommendations on the rate bill. First-class Is, of course, a premium service, with the privilege pri-vilege of secrecy, and it has always felt rates should be sufficient to cover costs plus an "additional" amount to reflect re-flect the preferred handling it gets. In the House-passed bill, the increases in first-class and airmail rates would bring coverage of their costs to 125 percent. Second-class mail, on the other hand, has public service aspects, and wide distribution should be encouraged for the public good. Postal revenues at the present time pay about 23 percent of the cost coverages cover-ages of second-class, and un uer tne House bill would bo Increased to 41 percent. v Third-class mail, which f3 largely of advertising circulars, circul-ars, and which receives last consideration for delivery in a post office, can now be sent at rates which , cover about 67 percent of its costs. The House bill would raise the percentage of coverage to 94 percent. There is no doubt that on a relative basis, the proposed increases in second-class mail would be greatest for publications publica-tions of lighter weight, and I am not sure thi3 i3 realistic. Bennett Regarding Cattle Dear Friend: Many residents of the Springvule - Mapleton area have written to me concerning the drastic grazing cut ordered order-ed by the Forest Service in Hobble Creek Canyon. Since this cus will' substantially af feet the economy of much of Utah County, either directly or indirectly, I thought you might be interested in know ing of my efforts to obtain a hearing for those who are be ing adversely affected by the ruling, S3 Indicated in the let ter below. I hope the Secre tary will approve this request and Insure that the views of the people of Utah County will be carefully considered. Wallace F. Bennett Dear Mr. Secretary: As you know, the Chief of the Forest Service has recently reaffirmed the decision of the Ogden Regional Forester to Impose an 84 per cent grazing graz-ing cut on the cattlemen who have permits to graze their cattle in the Hobble Creek Carnyon in Utah County. It is my understanding that these cattlemen have or will In the Immediate future aopeal these rulink to you, which they may do, of course, under the administrative ad-ministrative procedures 0 f your Department. Because of the drastic nature na-ture of the cuts recommended by the Forest Service in the Hobble Creek Canyon area, and because of the serious impact im-pact which this will have on the economic welfare of the people involved and indeed upon the economy of all of Utah County, I respectifuly urge that you give this appeal your most careful study ana onsideration. This is not a matter, as I am sure you will real:ze, that should be routinely routine-ly handled and summarily decided. de-cided. The cattlmen of Spring- whlch comes before the Senate. The Post Office and Civil Service Committee of the Senate Sen-ate has already held some hearings on the House-passed bill, and will undoubtedly hola others. There seems to be general gen-eral concensus that the House bill should be modified. I am keeping in close touch with developments, and am pleased to have had an expression of your views. Car Prowls Under Probe By Police , A series of. car prowls during dur-ing the weekend are under investigation by Orem City Police. Theft of golf clubs, cart and golf bag was reported by Howard How-ard Cnristiansen, 446 N. 250 E. Mr. Christiansen told officers of-ficers the golfing equipment, worth $75 was taken from his car Thursday while it was parked at 148 S. State. Elwin Stapley, 316 E. 1600 S, reported this week that binoculars, socket wrench set and a flashlight, were all taken ta-ken from his car while it was parked at home last week. He valued the stolen goods at $32.50. Two flasher hub caps were stripped from the car of Ernest Ern-est Parcell, 885 N. 100 W. while it was parked near The Sportsman. Police listed no value. Spotlights valued at $30 were taken from the car be longing to Gordon Elder, 357 N. 800 W., Sunday while it wars parked at home. Robert Jensen, 577 E. 900 b. ville and Mapleton have asked ask-ed that you grant them a per sonal hearing, before you reach your decision, so that you will have an adequate opportunity to understand the issues from their point of view as well as that of the Forest Service. I fully support this request for a personal hearing and sincerely hope that you wiU grant it. The issues in volved are so important, the precedents created so sweep ing, and the economical im pact so great that this mat ter deserves your personal attention. I am sure that the Forest Service will ably present pre-sent its reasons and justification justifica-tion for the action it has recommended, re-commended, and I believe that fairness requires that the cattlemen, be given a similar opportunity. I have long supported en lightened conservation on our forest watersheds in Utah, and In doing so have diligently worked to assure that Justice be done to all forest users when conflicts arise.
