J. 1957 Washington bxcluSiOe. A report just issued by the Governors' Conference Commlt-the Commlt-the perils of the open road as the erils of the open road as "critical" and submits twelve recommendations for immediate action. Broadly speaking, the report urges a "get tough" policy on law enforcement, fines and penalties, pen-alties, issuance, suspension and revocation of licenses, and the use by all state police of a 'non-fix' 'non-fix' traffic ticket. It commends and advises comprehensive dri ver-education courses in high schools, and advocates legislation legisla-tion on rules-of-the road conforming con-forming to the Uniform Vehicle Code. A further recommendation is the adoption of vehicle equip ment standards as set forth in the Code. Examination of this chapter of the Code reveals only a single recommendation that goes beyond the standard equip ment now provided by the auto mobile manufactureres. That is the switch and wiring necessary to convert the four turn-signals, at the flick of a finger, into simultaneously si-multaneously flashing warnings indicating a vehicle stalled on the traveled highway. While such secondary use of the turn-signal system is not yet mandatory in any state, its desirability de-sirability has been recognized over most of the country, and adoption by all commercial ve hicles is recommended by the American Trucking Associations. Associa-tions. At this writing, about one million vehicles, both trucks and cars, enjoy this protection against those "sitting duck" crashes" that snuffed out 1,280 lives last year and injured over 150,000! But while the National Committee Com-mittee on Uniform Traffic Laws and Ordinances, has has been producing the Uniform Vehicle Ve-hicle Code for the guidance of lawmakers for 30 years, is up-to-the-minute on specifications for turn-signal lights (and their application as disablement flares), its model rules-of-the-road do not say we must use them! Considering that hand-signals hand-signals have fallen into disuse, and that no state in the union requires signals (by hand or flasher) for all turns, we think the Code-makers should repair this oversight promtly.
