State Fair Erects Barn for J950 Swine Display While Utah is not considered as high as our neighboring states in swine production, the 1950 State Fair is aiming at providing pro-viding an opportunity for these interested in this activity to show their stock. A new display barn is being erected on th-" grounds, which will provide, for the first time in the history of Utah State fairs, an exclusive exclus-ive building for swine. Only six exhibitors took part in the Swine division during the 1949 fair, and they showed 65 exhibits. This was considered a poor snowing, but interested parties stated it was because of lack of proper quarters for this display in years past. County Herd Money for Utah Exhibitors Prizes for County Herds in the Cattle Division in the 1950 fair will be offered only to exhibitors ex-hibitors from Utah. Last year the first money in this division was won by an Idaho county, and the directors of the Utah show have decided that the intention in-tention of the fair is to encourage encour-age Utah products as much as possible. There are five prizes in this classification, with $100 first. $75 for second money, and $50 for each of the last three prizes. A county herd consists of I eight head, with one bull of any age: two females, two years or over; two females under two years and two other females, any age. Cattle in one group must be owned by not less than three different exhibitors. All other sections of the cattle exhibits ex-hibits will be open to the world and prizes will be paid on merit and decision of the judges, re- oaris f i, te ' A.. cattle. Livestock to get Top Feature at 1950 Slate Fair Every effort is to be made to make the 1950 Utah State Fair stand out as a leader in the entire en-tire West in its livestock division, divis-ion, according to J. A. Theobald, manager of the show. Last year's fair proved that the livestock people are desirous of returning as exhibitors at the fair, but many still remained skeptical, Mr. Thecbald stated. Invitations have been sent to' prominent livestock breeders throughout the mountain empire and already applications have been received from some of the outstanding herds in the West-First West-First to indicate intention to exhibit ex-hibit in Salt Lake City for the first time is C. F. Gordon or the Gordon Farms at Portland, Oregon, Or-egon, who will bring 25 head of h's finest thoroughbred Jer seys. Others are the Monte Young Stock Farm of San Sim eon, California, bringing a show herd of 30 polled Herefords and several of the fine breeders of Herefords from Colorado Judging for the cattle exhib its this year will be Elmer N Hanson, General Field Super visor of the Farm Division of the Curtis Candy Co., Gary, 111., for the Dairy section, and Dan Thornton, Gunnison, Colorado, in the Feeder division. One-Third of Local Road Money Comes From Vehicle Fees Utah cities and counties spent nearly four million dollars for construction and maintenance of local roads and streets in 1948 according to an analysis by Utah Foundation, the non-profit tax research agency. One-third of the amount was provided from the state motor vehicle registration regist-ration fund. Counties and cities now receive re-ceive the entire revenue from motor vehicle licenses after costs of collection and administration of the fund are pa'd. From 1938 through 1946, the Legislature appropriated $800,000 annually from the "plate" money to local governments for Class "B" (county) roads and Class C (city) streets. The allocation was up- ped to $972,000 for 1947 and to 61, 328,000 for 1948. Under the 1949 law earmarking the entire registration fees for B and C roads, cities and counties received re-ceived $214 million, including distribution of the carry-over balance in the fund. Allocations for fiscal 1950 amount to $1.-638,875. $1.-638,875. Cities provided $694,000 for street purposes from general tax revenues in 1948, while counties supplied $1,344,000 from taxes for county roads. Prior to 1923, property taxes provided almost the entire revenue rev-enue for all roads, streets, and highways, the responsibility resting with the counties to supply sup-ply funds to the state for state highway expenditures. The gasoline gas-oline tdk was enacted in i923 to relieve the property taxpayer of the state highway burden, the Utah Foundation report points out. """ A c, f Powered the State Road Co wnne the Legislature em- m- mission to adopt regulations per taining to the expenditure of the license plate funds by cities and xunties, and to require uniform accounting for such funds, no methods of insuring compliance with such regulations was provided. pro-vided. The State Road Commiss ion was also authorized to make technical facilities engineering, engineer-ing, testing laboratory, planning available to local units in their road and street programs. However, State facilities are overtaxed to meet state highway requirements, with the result that . proper engineering and technical direction of city and county road expenditures are lacking, Utah Foundation analysts anal-ysts declare. "The Foundation study suggests sug-gests that more adequate planning plan-ning and engineering direction be privided through cooperative arrangements among cities and counties where employment of a full-time engineer by a ' single unit is not practicable- these men are outstanding judges and recognized nationally. national-ly.
