Here are the facts: tThe 1945 Utah legislature granted the first """salary increase Utah judges have had since 1903. 2 Under the Utah Constitution, it is impossible to make these increases effective until the expiration of the judge't present terms. Since last year almost 20,000 mi!e.s of long distance circuits have been added in the states we serve and nearly 70 of all long distance calls are being completed while the person calling holds the line. However, especially during busy periods, some calls are delayed. Generally the busiest hours are during the latter part of the morning and early evening. The job of adding more circuits is going ahead despite shortages. Every expedient is being used. We have installed Army surplus material to relieve many congested con-gested areas, added substantially to our operating force and frequently rearranged re-arranged existing facilities to handle peak loads. Your understanding during this period of expanson is sincerely r predated.
