President McKin-ley McKin-ley will, when Cuba no longer contains tudlers of . Mpaln, call a convention representing every Cuban province: and that convent ion and the people It represents will decide what they want, i There must lie no series of revolutions revolu-tions like those which cling around other Spanish American republics. There are two things they must learn efore "Uncle Sam" recognizes them as a uation: How to build and maintain main-tain schools aud school houses, and ieanliness. Acknowledgment is made 'to the Allen's Press Clipping Hureau of San Francisco, Calif., for favors extended. Whfii u building is burned or property prop-erty is destroyed which can he re-pluetkl re-pluetkl or made new, hardly have the coals cooled before letters, circulars and catalogues begin to come from distant points. The wideawake business bus-iness men arc patrons of press clipping clip-ping bureaus and these clippers read very waif of an item In our country papers. An item appeared in a Utah paper In 18H2 stating that a named young lady was "on the sick list." The foreman innocently followed the item with the ad: "Try Carter's little liver pills." While the young lady was thinking about it, she received a letter Tronj Richfield advising Dr. Herbert's cascara bitters. Allen's clipping hureau had spread the news. Governor Wells is making a great mistake In riling telegraphic protests with President McKluley against the disposition of the Utah cavalry troop as a guard In the Voseinitc park. It Is a soldier duty to obey orders. When the troop was sworn In as vol-unters vol-unters of the United States, then the Jurisdict ion of Governor Wells ceased, H was to avoid this vexatious med riling in the part of governors that volunteers were called for Instead of utilizing the state militia, and we should all devoutly thank God for the wisdom which dictated that policy. That Ulonian volunteer who debates for one Instant the orders given him, whether It be against Spanish gar-roters, gar-roters, infamous priests, greasy Germans, Ger-mans, or to hold Indians in check, .ir police a national park, should be promptly, forcefully and emphatically Jwleil from the army. 1 1 seems that It is not enough to breed and propagate propa-gate a disgraceful state militia, but 1 he governor must needs moisten the feeds of dissension with his tears and la mentations. TIIK WATKR I50AKU. As will lie seen in the rcporf,or the cdiincil proceedings, the wafer ctucs-t.icn ctucs-t.icn Is up fur its ann;ial discussion. Willi an experience upward (if thirty years, rjiftny ille still persists In following fol-lowing an aui iriuied sysl em vvh ich etcry year amuses hitler enmities among the people. In every direction, direc-tion, tin' people are clamoring for water with which to irrigate. The ditches are t rainplcd down hy stock, and llieMih s of the same are to loos ened up that they arc " tun ' shy." The heds of the ditches show vigorous growths of grass and reeds. Instead I "f t"1' Wilu'l' (LiWlflSJ oil the fields and gunle.is, no small portion is wasted. J t, soaks into the banks. It makes the sidewalks muddy and pools form in the streets, and t lie people are demanding water with which to irrigate. Then, started with the best of motives to help out deserving poor neighbors, some people think they arc entitled to water iiit, any t line, just because people in the past have temporarily given their right away. New rights have become acquired. More, land has come under the ditches, but the improvement in the delivery and distribution have not correspondingly correspond-ingly kept pace. There, seems to be uu absence of system, but this is undoubtedly un-doubtedly due to the city's present method of distribution. Those who want water make application to the wateruiaster, and that official tries to distribute in the order of the first application is the first served, without with-out regard to priority of rights. The result is that the city council, committee com-mittee on irrigation, and the water-master water-master are patriotically, e ich in its own way, is trying to effect compromises compro-mises that in times of low water positively refuse to In: compromized. compro-mized. The official life of either of the three is altogether too short to secure smooth results and each tlnally very thankfully lays down official duties, knowing that In trying to please all they have failed, and a new s 'l of officers succeed in ofliee and theirs is the same experience. There should be a water commission consisting of three persons, one of whom should be its president. It should have a secretary, and a water-master. water-master. It should have an accurate map of the streets aud the niapshould show where each householder takes water. The map should show the entire system of clams,' reservoirs, sects, streams and laterals. Kaeh lot entitled to water should have a head gate, the key of which should be kept by the watermaster, and in person or by deputy that official should be there to turn on the water when the proper time for the same shall have arrived. If the owner is not there to receive it, then the owner alone is to blame. The board should have entire control of the water, make such Improvements from time to time as may be necessary or the finances of the city will permit, and annually report to the city council its recommendation as to the amount of money to lie raised by taxation for keeping the system in repair, re-pair, make extensions of the system, and make the bottom and sides of ditches secure from seepage. When the water taxes are paid in they shall be placed to the credit of the water board. The board in due time will make out a schedule for the entire year in advance, giving the dates anil hours when every water owner shall have the right to take his proper allowance, and let that proper allowance allow-ance be well known to'all interested, la proper season. The members of this hoard should hold office for six years, one retiring every two years. They should be appointed by the mayor and council. Hamage suits are unnecessary and the city will be moving in the right direction when these vexatious questions are settled beyond all hopes of resurrection. Then, improved appliances will tell us exactly how far our farmers may with safety go iu planting their crops. In the meantime, mean-time, one and all should be patient, and bear in mind that our council Is striving as best it may to do its duty as to It seems best. Utah SugartProdurtlon. "The Utah Sugar company of Lehi has been In operation seven years. The factory has a capacity of 330 tons each 24 hours during the season, but has been run as high as 400 tons, In the seven years it has produced 34 million pounds of sugar, the first year turning nut 1 million pounds, and in 1896 no less than 9,250.000 pounds. They expect this year to make 10 million pounds. In tho seven years the factory has paid tho farmers for beets 1787,000 and to labor employed In the factory about $100,000. The sugar has been sold mostly in Utah alone. Last year 02 pounds of sugar per capita was consumed in the entire United States. The Lehi sugar factory has paid the stockholders from 10 to 12 per cent per annum in dividends, besides materially reducing reduc-ing tiie indebtedness of the company .and the stock is steadily rising in market value, j All the farm land with-iu range of the factory has doubled in market value. Within a limited radius from L-hi thifre are 3, MO a(,res planted to beets this year, and the factory Is expecting to receive re-ceive between 40.0ot and 50,000 tons of been. Four months is a very long season to operate the factory, but in lsiMi they ran 14(1 days. The pulp remaining re-maining alter the sugar is extracted, is a most excellent feed for live stock, fattening as quickly as corn, but re- I suiting in tenderer and juicier meat. One cattle company has taken the pulp from the factory for the last foury ears. Gov. Wells showed me in his office ii sample of alcohol which it has been discovered can be very profitably pro-fitably made fioui the hitherto waste product of the sugar factory, and will therefore henceforth prove a material addit ional source of revenue. "lOucouragcd by the marked success of t he Lehi enterprise, a beet sugar factory has been built at Ogden, which will be iu operation about September 10 of this year. It is about the same size, as the one at Lehi. except that the building is put up for double the capacity, though only the same size of ttnichiuery at, present as the Lehi factory. The Ogden company com-pany is Incorporated at a capital of 850(1.000. "Present indications are that next year a beet sugar factory will be erected near Mount Neho, in the southern end of Utah county. "Utah parties are also erecting a beet sugar factory at La Grande, Ore., of the same capacity as the Ogden plant. The adjoining farmers have guaranteed a supply of beets for Ave years, and the community has given the company a bonus of $W,000. Mr. Cutler says that a two years guarantee guaran-tee is amnle, as In that time the farmers will realize that been are a most profitable crop. At Lehi the factory can scarcely take all the beets that are offered, and, unfortunately, was not built with a view of increased capacity. The Denver Tribune Republican. The wur with Spain has taught us that merchant ships are quite us much a portion of the nation's military equipment, when engaged in a foreign war, as are armies and navies themselves, them-selves, and that trained American Ameri-can citizens who ara competent to perforin tho duties of engineers, engi-neers, seamen and firemen are just as necessary as in any olhef portion of naval resources. Mr, Isaac Homer, proprietor of the Kurton House, Rurton, VV. In June, 1804, Mr. Evans, then salesman for the Wheellmr Drug Co., recommended Chamberlain's Pain Halm. At this time my foot And limb were swollen to more than double their normal sire and It seemed to me my leg would burst, but soon after I began using the Pain Balm, the swelling began to decrease, the pain to leave, and now 1 consider that I am entirely cured. I knew a young man who was m the Liverpool customs, and who had for many years been a total abstainer. On one occasion lie said to a friend of mine, "I think it's a stupid thing to lie a total abstainer, and tie one's self down so much. I don't see why a man can't make himself a definite allowance from day to day. It would do no harm. Now I am going to alter al-ter my system, and take just one glass a day and no more." "Well.'' said my friend, "you are perfectly well lviihoiit it." "Oh, yes, I'm well in health." "Then, why not let it alone?"' "Oh. one glass a day won't hurt. "Hut you are a great deal better I without It." "Well. I drn't know: I shall try one glass a day and keep to it.'' For twelve months that man did keep to his one glass a day. That indicates in-dicates that he was of very considerable consider-able natural self-control. Rut at the end of the twelve months he said. "1 think it's a foolish t hing for a man to lay down any hard and fast line for himself. A man ought to be able to say, 'I will take as much as Is good for me, and as little as is good for me. I will restrict myself to what my reiuireuients need.' " He aimed at that. Six months afterward that young man was picked up, reeling drunk in the street. His employers forgave him the llrst offense, as he had borne an excellent character up to that time: but that first offense was followed fol-lowed hy a second, and he was eventually event-ually dismissed from the customs and became an outcast from s:iiety. He then plunged into a life of intemperance, intemper-ance, and within a few shoit years of that first fall delirium tremens hurried hur-ried him into eternity! This is how the fatal habit of drunkenness grows, little by little. The annual report of the collector of internal revenue shows that there were 1 1.310 less retail liquor-lax permits per-mits issued during the year ending June . Lady Henry Somerset has again tendered her resignation of the presidency of the British Women's Temperance Association on account of prolonged ill health. We have lieen interested in reading a blank to be tilled out by persons seeking employment of the Chicago, Uock Island and Pacific Railway. The Naval Examining Hoard decided that he was professionally profession-ally qualified for promotion, .that he understood seamanship, but he would get drink now and then. 'Morally disqualified''- the expression is a goon one. Independeut. A case of a child only fifteen months old dying of acute alcoholism has been reported to the department of health in Buffalo. The little one's death was, without doubt, Ihe result of ignorance on the part of the parents. Another child, older than the one whose death was reported, Is critically 111 from the same cause. Robbed the (irate. A startling incident, of which Mr. John Oliver of Philadelphia, was the subject, is narrated by him as follows: "1 was In a most dreadiul condition. My skin wiu almost yellow, eyes sunken, tongue coated, pain continually contin-ually In back and sides, no appetite gradually growing weaker day by day. Three phynlcianR had given me up. Fortunately, a friend advised trying Electric titters;' and to my joy and surprise, the first hottle wade a decided de-cided improvement.
