"The $125,000 will be spent to conduct a study and identifying how the stream can be augmented in perpetuity." "There's twice as many water rights as there is actual wet water up here," Luers said. "There's a lot of paper water." EPA officials would then identify identi-fy options to provide a permanent stream flow in the creek and the costs involved. Three pipelines to import water into the Snyderville Basin have recently been discussed from near" Rockport Reservoir in Wanship and East Canyon Reservoir in size of these pipes, Lucrs said extra water could remain in East Canyon Creek. Another option involves purchasing pur-chasing water rights in the creek, he added. '"That's the purpose of the study, to identify not only what the options are, but the potential costs," Luers said. Crops may even be purchased along the stream, which could lessen the demand for irrigation water on the creek, he said. "We could sit and talk all day about the various options," Luers said. If funded, the study would be completed in 2004, he said. For now, Luers said the East Canyon Water Quality Steering Committee is also considering short-term solutions for the creek. These must involve agreements between different entities to conserve con-serve during difficult times in die summer, he added., , "One approach would be that the folks that hold the oldest water rights, as an example, would say, 'hey. if someone upstream doesn't use their water we're going to let it go past us too,'" Luers said. It would connect to a fence on private pri-vate land and would be near the North Fork of the Provo River. The purpose of the fence would be to keep cattle on Soapstone .Mountain that are scheduled to graze. Rangers say vandals caused . about $5,000 worth of damage in the Cedar Hollow area of the forest for-est in 2003. They have proposed building a gate, which would be closed between March 1 and June 15 to discourage vandals, but would still allow recreationists access to the area. ; Forest service officials have identified about 300 trees that have been destroyed by spruce beetles and need to be removed from Camp Steiner a Boy Scouts of America camp in the district. dis-trict.
