That's because the Park City Council Thursday night retreated from the idea of creating an ordinance ordi-nance that would force residents to remove the cans from the street after they are collected. The discussion at Thursday's meeting, in fact, turned from the proposed ordinance to another attack on BFI. the Summit County-contracted garbage company com-pany that has been consistently criticized in Park City since it took over from G&F Waste Disposal in January. City Councilwoman Peg Bodell said the ordinance should be scrapped until the city can study the impact of smaller trash cans that BFI is providing to Old Town residents who request a switch ; from the blue 95-gallon cans that were delivered to each household when BFI took over. The switches have been slow going and some Parkites remain on a waiting list for the smaller cans. "1 don't think our residents should be punished because this business is not keeping up with the contract." Bodell said. The proposed ordinance was spurred by complaints, generally from Old tow n. that the trash cans made the city's streetscape look ugly. The cans, many of which are left outside seven days a week, should be taken off the curb, some have argued. The ordinance would have prohibited pro-hibited trash cans from being set outside prior to 10 p.m. the night before collection day. The cans then would have had to be removed from the street as soon as practical after being emptied or at the latest bv 10 p.m. the day they are emptied. The city was worried about the amount of enforcement the ordinance ordi-nance wcaildhareuuired. "I think we're creating an enforcement nightmare," City Councilwoman Shauna Kerr said. Public Works Director Jerry Gibbs estimated enforcement would cost between $1,500 and $4,000 per month. That figure comes on the heels of a budget crunch that saw departments cut their expenses. At Thursday's meeting. Rosemary Sweeney, a Daly Avenue resident and one of the most outspoken backers of the ordinance, challenged BF I's presence pres-ence in the city. "This is a case of big business taking over." Sweeney said. She also was displeased at the appearance of Old Town during the annual historic-home tour, which was held in June. "They were all over the place." she said about the trash bins. The City Council decided that it should approach the Summit County Commission with questions ques-tions about BFI's overall performance. perform-ance.
