'Snow Guarantee' and new equipment mark the extent of weather gamble by Bruce Lewis OF THE RECORD STAFF It seems that Park City Mountain Resort is betting on snow. Big snow. Early snow. The resort took delivery Tuesday of a brand new Pipe Dragon halfpipe groomer, and has put into place what may be the first-ever "Snow Guarantee" issued by a ski resort. The equipment investment part of a $3 million grooming fleet upgrade and the guarantee come in a year where forecasts fore-casts for the severity of the coming winter win-ter vary by the source of the forecast. The Old Farmer's Almanac predicts an early, cold, heavy-snow season, but the National Weather Service forecasters see a warmer and drier than normal winter win-ter for much of Utah, with a 50-percent chance that Northern Utah will be right on the historic average for temperatures and snowfall amounts. The Pipe Dragon may be Utah's first, and reinforces Park City Mountain Resort's commitment to the snowboard-ing snowboard-ing market, according to Jeff Boliba, founder of the resort's snowboarding program. "As far as we know, PCMR is the only resort in Utah to own one of the latest Pipe Dragons," Boliba said. The machine is the same model used to groom the halfpipe for snowboard competition at the 1998 Nagano Winter Olympic Games. More typical halfpipe groomers are attached to the rear of a snowcat, then dragged through the pipe. The Pipe Dragon mounts on the front of a snowcat for better operator visibility and a more uniform shape throughout the length of the halfpipe. "It is far February because it is the only machine ting on a good winter snow-wise with better than anything else we have seen, on the market which can reliably match their Snow Guarantee, again perhaps the We will need the Pipe Dragon for the the grooming standards." The slowing of the rate of growth was characterized as the result of three forces at work: widespread global economic weakness, national economic slowing and the continued tight labor market in Utah. "Utah economic growth has slowed in recent months, but remains impressive," said Jeff Thredgold, economic consultant to Zions Bank and author of "Insight." "However, this slowing is not a precursor to recession. Rather, it is an opportune time to review the direction of the Utah economy and make fine-tuning adjust-.ments adjust-.ments as needed." k. "ftjgh't"' also' forecast that U.S. economic eco-nomic growth would continue at a more moderate pace in the next six to 12 months, slowing to an estimated 1.6- to 2.2-percent real annual rate. "The current U.S. expansion, now well into its eighth year, shows few signs of ending," thredgold wrote. "The chance of recession in the next 6-12 months? ... Maybe 1 in 7." Thredgold forecast that the next 12 to 18 months for Utah would be more of the past quarter, with the state's job-creation rate the slowest since the late 1980s. The job-creation rate across the state was 3.0 percent,. an addition of 30,300 jobs during the most recent 12-month period. From 1993 through 1997, the rate averaged 5.3 percent annually.
