Stanley, Idaho (AP) Stanley is tne iocus or lourism for the Sawtooth National Recreation Area, a 756,000-acre preserve of mountain ranges, lakes and rivers which last year hosted more than one million visitors. It's also an unlikely battlefield for a skirmish in what has become known as the War for the West. Officials of the recreation area in May decided to limit access to the Salmon River as a way to help endangered chinook salmon. Some Salmon residents feel threatened themselves. They see the restrictions as a heavy-handed attempt by an insensitive federal government to tell folks what to do, when to do it, and to do it or else. There is a strong current of distrust dis-trust toward the government that runs through Stanley. The community com-munity 60 miles northwest of Ketchum is not Waco or Ruby Ridge, and its handful of residents certainly aren't Freemen. But many wonder if federal agencies really know what they're doing. The mail received often allows one to make some unscientific judgments about fishing and hunting. For instance, I received four how-to books on fishing since fall. Three of the books were about walleyes, one about steel-head steel-head fishing. Three books on fly fishing also were delivered in the last year. One of them by Charles Meek was an honest work about fly patterns, charts of hatches nationwide and tactics for catching catch-ing more trout. The other two were stories and essays about fly fishing. Two of the three books on walleyes and the steelhead book were written by friends in the outdoor writing field. The third walleye book "Lake Erie Walleye" was written by an outdoor writer I've never met. Some may quarrel about it being called a book, but few will quarrel with the value of the information it contains. The book is a gold mine of information about crankbaits and how much line needs to be behind the boat to have many popular lures ride at a particular depth. Say walleyes are suspended at 22 feet and your bait of choice is a Rapala Deep Down Rattlin' Fat Rap. You look in the book and let out 80 feet of line. According to the book, your lure is now riding through the suspended sus-pended fish. "If there was fish in the river it'd be one thing. But they worried about it after the fact. They're gone. It's way past endangered." Jim's parents bought the store in 1965. The Sawtooth recreation recre-ation area was created seven years later. Mrs. Funderburg said some Stanley residents started start-ed to feel the federal government was getting too close. Mike McClelland is an old friend. We've fished walleyes many times together. He is one of the best known professional walleye anglers (23 tournament wins) and three years ago was inducted into the National Freshwater Fishing Hall of Fame. Much of his book, "Walleye Trouble Shooting," has been the topic of our discussions while I was sitting in the back of his boat. The book is divided into four parts: what you need to know, what you need to buy, where you need to go and what you need to do. Among other things he tells how to find fish in weeds, if scents and color make a difference differ-ence and why it's important to be friendly and smile. I don't know Mark Hicks even though we both are members of the Outdoor Writers Association of America, but I do know that he has written an authoritative book on fishing walleyes in Lake Erie.' The restrictions take effect Aug. 21 or earlier if necessary. "This is the finest stretch of river in the state of Idaho. No question about it," said Ron Gillett, owner of Triangle C Outfitters in Stanley. "This is a recreation area. But I'm convinced con-vinced the recreationist is going to lose out with these restrictions." Gillett and other outfitters fear that the restrictions could cut business so much that their survival sur-vival would be threatened. Rep. Lenore Barrett, R-Challis, said state government needs to speak up more for the interests of people like Gillett. She said it's too early to advocate full state control of the Sawtooth National Recreation Area, but that's a possibility. pos-sibility. "We own it," she said, echoing sentiments that frequently come up in the West. "Those decisions will come later. We'll have to work on the details after the reins of control are in state hands." The book is loaded with pictures pic-tures and sketches to help you understand how to copy tactics using jigs, weight forward spinners, spin-ners, bottom bouncers, diving planes, down riggers and big boards. The book also covers ice fishing and soft water angling. There are topographical maps of Lake Erie and the author tells where you're likely to find fish at different times of the year. There's information about all areas of the lake along Michigan, Ohio and Pennsylvania. Emil Dean is like an old shoe. His sobriquet is "Dean of the State's Steelhead Guides." It's an appropriate nickname because he has been a full-time guide on the Manistee River for more than 30 years. The title of his book, "Emil Dean's Steelheading Guide," is as simple sim-ple as his approach to steelhead fishing. He discusses dropback . fishing (which he originated), lures and tackle, boat fishing, bait fishing (including how to cure spawn) and trolling.
