Show Page A4 P Thursday, February 25, 1 993 The Park Record H Section A Rec. board takes first steps by CHRIS EISENBERG Record staff writer Although they aren't exactly off to a running start, the Snyderville Basin Recreation Committee has begun work on developing a recreation complex for the Snyderville Basin. The group met for the first time Wednesday night, Feb. 18. In a wide-ranging three hour meeting the group discussed a smorgasbord of issues related to recreation in the basin. They also took their first, tentative steps toward the eventual construction of a Snyderville Basin recreation complex. The newly appointed seven member board is charged with finalizing a proposal for a basin recreation facility, finding a location, determining costs to build and operate the complex, selling the concept to basin voters, and setting a date for a special election on the project While in the early phases of the process, the group is not starting from scratch. A conceptual $2 million, 30-acre complex has already been developed based on a 1989 study of county residents' recreation desires. Some of the debate Wednesday night centered on whether to complete a new, more current survey or work off the recommendations of the 1989 study. The group did not make a final decision. Local real-estate agent Bob Theobold, the only member of the public to attend the meeting, told the group that county landowner George Johnson was willing to donate a 30 acre site on which to construct a facility. In a letter to the board, Theobold detailed Johnson's offer to donate property near the Silver Creek Commerce Center. Johnson owns over 6000 acres of land near the center, located on the east side of U.S. Highway 40 near the intersection with Interstate 80. Although members expressed gratitude for Theobold's offer, they said they planned to search for other sites in the basin before making a final decision. The board's next meeting is scheduled for 6:00 p.m. March 1 in the Burns Fire Station. The project, originally called Sunrise Hills, was first approved by the county in 1965. With the exception of one house and a water tower, however, none of the 131 lots were ever developed. The project is located north of Interstate 80 on the west side of the Jeremy Ranch subdivision. According to County Commissioner Gene Moser, the redesigned project has been scaled down to 101 lots and will include open space and trail networks not included in the original project Moser added that a 17-foot "meandering" birm will be built between 1-80 and the subdivision to help block the view of houses from the road. "With a birm, we won't notice it as much. That's not -to say there aren't going to be houses up there, but it's going to be pretty good," he said. Moser added that while the project's developers could have proceeded with the original plan, they chose to work with the county's planning department and redesign the project. "To the credit of the developer," he said, "they came into the planning department and said 'what can we do?'" L i 4f" ' f - ' J County Commissioner Gene In an effort to determine the quantity and quality of Summit County's water, the newly-formed Strategic Water Planning Study Group met for the first time Monday night. After the meeting, Beisenger explained that his group will return in two weeks prepared to show why the Planning Commission's denial of the project was faulty. : "The issue is going to be whether or not the Planning Commission has acted properly," Beisenger said. He declined to say what he felt was improper about the Planning Commission's decision other than to imply during the first part of Monday's meeting that the commission had made up their mind to quickly. Planning Commission Chairman Gary Weiss, who was present at the hearing, said afterwards that the Commission had acted properly when it debated the proposal at its December 8 meeting. Weiss said the Commission gave Roberts as much time as he had requested and that the Commission did not "summarily dismiss" the proposal. In fact, Weiss said. Commissioners did not want to approve or deny the project that night Ideally, he said, a decision would have been postponed until Roberts could answer a number of questions about the project Weiss said Planning Commission concerns included whether or not there would be enough water in the area to support a 180 acre golf course. According to Weiss, however, Roberts wanted "a yes or no" that evening. Wanship subdivision approved The Summit County Planning Commission Tuesday night approved a request by Marvin Ellis to subdivide a six-acre Wanship parcel into two smaller, three-acre lots. The property is located on a strip of land between East Wanship Road and Interstate 80. The only debate on - the project' centered on 'the planning staff's recommendation that the two lots. share a common driveway. The staff claimed such a configuration would reduce the number of driveways that attach to the main road. The proposal passed by a three to one majority with one abstention. Commissioner Koy Page cast the sole dissenting vote saying he did not agree that Ellis should be required to build a common driveway on the lots.
