Show The Park Record D Section B Thursday, October 29,1992 Page B5 Will World Cup racers look like billboards? Logos on racers' uniforms can be a big deal, sometimes so big that you can't tell the racer from a billboard. Tom Kelly, spokesman for the U.S. Ski Team, says' the new increase in maximum logo size approved by the International Ski Federation for World Cup racers is not as dramatic or as distasteful as suggested in a recent Snow Country article. Three years ago, logos were increased from one logo of 30 squ. cm. total to 160 squ. cm. total New ladder will by KATHY McCARTHY Record staff writer What started as a local citizen's concern about the waters in the Silver Creek area, turned into an effort by the South Shore Partners development company to improve local trout habitat and trout fishing, according to Cal Massey, president of the WasatchSummit County chapter of High Country Fly Fishers. Andy Haaland, a homeowner near the ponds north of Park West and a member of High Country Fly Fishers, noticed there was a problem with the Silver Creek and the ponds it runs through. High Country Fly Fishers are committed to conservation, education of fishers, and to fly fishing and they try to concentrate on each with equal emphasis. When the problem with the Silver Creek was brought to Cal Massey's attention, Massey contacted state and county officials including Water Quality Control and the Army Corp of Engineers, who agreed it was a major problem. The ponds in the Silver Springs Area were built about 12 years ago, and at that time, no rules were broken. Now, a stream can no longer be damned and access cannot be cut off. But 12 years ago Massey says, "There weren't really any rules back then, at least nobody followed them." Not only have the ponds been inaccessible to the public, but the upper one, the south pond has also been inaccessible to earlier inhabitants of the upper stream-cutthroat stream-cutthroat trout. "We counted nearly 150 cutthroat trout in the lower pond," says Massey, ranging from 18-22 inches long, but very few above that. In the spring when nature calls, the fish have not been able to get past the culvert into the upper pond and on up the creek to spawn. Trout can only climb 12 to 18 inches, depending on the size of with a maximum of four, with the largest allowed at 60 squ. cm. The U.S. Ski Team pushed for two years to get an increase and the national governing body recently approved an increase to a total of 250 squ. cm., still with a maximum of four logos, but the largest one can now be 100 squ. cm. "There were some proposals to go bigger or more," Kelly said. "We didn't want to reach the point where it becomes distasteful," as he says some may consider uniform logos to be in sports with no limit, help fish answer nature's call the resting pond below. The climb to the upper pond was, for the most part, impassible to the fish. South Shore Partners got permits to move the creek to fit around their project, but had no involvement with the ponds until Massey and state and county officials contacted them, "to see if t 4V - V 4 4 i V i New terraced fish ladder will help fish get from the lower to the upper pond in Silver Springs area. ml Mflfl fq) : .... :" z UTAH HOUSE District 53 : Irui like auto racing, cycling or pro skiing. The limit is meant to keep uniforms less cluttered while still giving sponsors some exposure. Typically, logos on team uniforms produce revenue for the nation's ski federation, which then uses the money to benefit the entire team and the racing program. Racers are still allowed to wear a logo on their helmets not to exceed 50 squ. cm. and may keep 100 percent of the revenues from hat logos. they could fit some improvements into their budget," according to Massey. Partners Jim Doilney and Mike Barnes fit an estimated $6000 worth of repairs into their budget to build a fish ladder to the upper pond. "I think we had every government agency there is out " .A r .y. : f t giving us advice," said Barnes. According to Barnes, the Silver Springs community backed the project and is currently funding the installation of a park on the north pond. Both ponds are owned by the Silver Springs Water Company, who has granted use exclusively to Silver Springs residents and their guests. With the blessings of the engineers and the local water master, improvements included a new hole cut under the street, new concrete around the culvert and a terraced stream bed up to the lake. "Not everybody is raping and plundering," says Massey, who is looking forward to increased fish population with the spring's increase in water flow. "There's not much water running now, but it really flows in the spring," says Massey. Fish should be happy with the new ladder, which according to Massey follows all the rule for how high a fish can jump and how big the resting ponds between jumps needs to be. Fish will have a much larger area for spawning and will be able to live in the upper pond. The general public must have the permission of a Silver Springs resident to share in the fishes prosperity.
