The newly formed Council then spent the next two days at the resort in retreat, establishing a group of priorities for the upcoming year. High on the list of priorities again this year was the sensitive lands issues and growth management in addition to local water rights and sources. Other top priorities, include the Carl Winters development plan; relations with Summit County; possible annexation of areas such as Kimball's and Quinn's Junctions; and maintaining Park City's current quality of services. "Rather than add more to their city staff members' plates, the goal is to make sure the City Council is giving enough budget resources to maintain the current level of service," said Personnel Director Bob Stevens. High priority goals set by the group include improvements to Main Street and Old Town; attention to environmental issues such as air quality; sidewalk and trail implementation within city boundaries and assessment of the second Redevelopment Agency package on lower Park Avenue. Other concerns listed by the Council ran the gamut from the Osguthorpe property to volunteerism, from affordable housing to child care and animal control. "The Council also wants to take an inventory of city property and say, 'These are some we would be willing to look at selling,' or 'We don't have any desire to put this on the market,'" said Stevens. "Until we have master plans in place, we can't address issues such as open space." Stevens added the Council wants to keep a closer eye on state legislative action this year. "Not only monitoring what goes on," he said, "but developing strategies for lobbying for certain bills. In order to overcome the perception of the arrogant Park City attitude 'we have the money; we want all the laws too.'" The Council also has a state and a federal goal to keep in the next year. The state goal is toward records management-how long, for instance, certain documents or records must be kept on file. The federal goal is compliance with the "Americans with Disabilities Act" which require "reasonable accommodations" and equal access and fairness in hiring practices, according to Stevens. The impacts, he said, are hard to ascertain presently. However, the Council wants to make certain that Park City is in compliance with both the state and federal mandates. Things that disappeared this year (but were contained within last year's goals) include the recession plan, which was finalized; an employee benefit plans, which was approved; and the KearnsTribune lawsuit, which has been mostly resolved, among many others. Stevens, for one, looks forward to the coming year, saying that the number one issue, sensitive landsgrowth management, "will be wrapped up to an extent before the fiscal year starts; they will take a major stride before June 30." In fact, he added, all the goals on the "to do" list are one to two year goals. "I think they are an accomplishing group," Stevens said.
