Ketchum 208-622-9300 Judge binds Simpson over on conspiracy, extortion charges by SENA TAYLOR Record staff writer A man accused in October for attempted at-tempted kidnap, extortion and murder against three Park City men will be arraigned in Third District Court for conspiracy to commit those crimes. Fifth Circuit Court Judge Maurice Jones bound Peter Keith Simpson, 46, over to district court, saying half of the original 18 counts against Simpson would be dropped. He will be arraigned Dec. 15 on three counts each of conspiracy to commit aggravated ag-gravated kidnapping, conspiracy to commit theft by extortion, and conspiracy con-spiracy to commit first degree murder against Harry Reed, Skip Schirf and Greg Schirf. Nine counts of attempts to commit those crimes were dismissed. Simpson, a Park City property manager, was arrested Oct. 3 after allegedly trying to extort $1 million from the three men. In doing so, a court complaint stated Simpson hired two "hit men" to get the money or kill the three if payment was not made. Park City Police Officer Bruce Bennion was alerted of Simpson's alleged scheme Sept. 11 by the two hit men, Chris Heath and Larry Mangum of Salt Lake City. Bennion said the men had been approached by Simpson to recover the money or kill the three individuals. After several weeks of investigation, an undercover Salt Lake police officer, Greg Hagelberg, arranged to meet with Simpson at Simpson's Windrift condominium. There he agreed to do the job instead of the original two, and Simpson allegedly gave Hagelberg the names and addresses of the potential victims during their 45 to 50-minute conversation. On the stand at Tuesday's preliminary hearing, Hagelburg testified that his meeting with Simpson Simp-son was taped, via bugging equipment equip-ment set up by Park City Police. That tape has been sealed by the court. Hagelberg said no money was exchanged during their meeting, although he earlier said Simpson offered of-fered him $30,000 to do the job. The hchirfs and Reed were questioned ques-tioned Tuesday as to their affiliation with Simpson. AH denied that they owe, or have ever owed him money, although they have been vaguely acquainted ac-quainted with him for the past few years. Skip Schirf, Park City general contractor, con-tractor, said he has been acquainted with Simpson since the winter of 1979-80. Reed, who is also in the construction con-struction business, said he, too, has known Simpson since that time but not very well. Simpson purchased a Windrift condominium that a partnership involving in-volving Skip Schirf and Harry Reed built in the late '70s. Greg Schirf, owner of Schirf's Brewing Co., said, "I've known him for three or four years but I have no real acquaintance with him. We both own Windrift condos, but I've never done business with him." Judge Jones said there was sufficient suffi-cient probable cause to bind Simpson Simp-son over to District Court. Simpson will remain free on the original $100,000 he posted to get out of the Summit County Jail in October.
