After the building scandal of last summer, he said, the city brought a new commitment to its planning problems, with the appointment of a new building inspector and city manager. "I felt like maybe it's time to throw my hat into the ring," he said. The City Council evidently agreed last week, as they approved Berrett's application applica-tion to become the new member is ' of the Planning ' Commission euuby :iur When he moved to Park City eight years ago, he said, the town's phenomenal growth was just beginning. As the developments sprang up, Berrett added, the city failed to come to grips with what was happening around Dean Berrett them. "I'm generally pleased with the end result. But I had hoped we could have done without that explosion ex-plosion (the building probe) last summer." Growth still is increasing, he said. "But it's not doing so at an increasing rate, as in years past." Berrett said the Planning Commission is "an appellate sort of body" that provides guidance to developers though most of the time, the developer doesn't need their help. "Most of the allowed ,( uses and parameters are spelled out lit he Larid Man;" agement Code," he said. -"The commission handles those 10 percent of cases that are in a grey area things like density, annexation, and low-to-moderate income housing." He is associated with Sum mit Savings and Loan Association Asso-ciation as its managing officer, of-ficer, one of the principal organizers, and a member of the board of directors. But he said there is little chance a building project financed by Summit Savings will cause a conflict of interest. (Summit Savings mostly lends money for small, single-unit or multi-unit projects, he said.) First of all, he noted, projects pro-jects appearing before the commission usually have not obtained their, financing. "They're in the drawing board 'stage'." Secondly, he has drafted a . letter stating his involvement with the company. "If a building goes up, financed by Summit Savings, Sav-ings, no one can say, 'He shouldn't have votecron that. He should have told us he worked for them!'" Finally, he said, conflicts of interest are rare. "I asked another commission member mem-ber how often he had to abstain, and he said only 2-3 percent of the time," Berrett said. In his application letter to Mayor Jack Green, Berrett pointed out that expertise in economics and finance is one of the legislative prerequisites prerequi-sites for a board member. Berrett was a life-long Salt Lake resident who graduated grad-uated with a B.S. in Business Administration from Utah State University in 1971, and completed a Master of Business Busi-ness Administration program pro-gram at the University of Utah in one school year. Berrett downplays his reasons rea-sons for moving to Park City. "I just wanted a change and rented a place up here," he said. "I wasn't one of these people who left Los Angeles to experience Park City. I didn't want to be three seconds se-conds from the ski slopes." Today, he said, he has no regrets about the move and is "totally pleased." He commuted for several years to a Salt Lake savings and loan job. "Then I decided de-cided to create my own opportunity," he said, and helped to found Summit Savings Sav-ings in 1978 and 1979. Berrett has served on the Board of Adjustments since early 1980 and will become a director of the Rotary Club in June. He is also a trustee for both the Park City Convention Con-vention and Visitors Bureau and Community Wireless. He said he is not dogmatically dogmati-cally pro- or anti-growth. In his letter to Mayor Green he writes, "I accept the fact of growth and am aware that one can only attempt to direct, plan for, and moderately mode-rately influence the degree of such growth." He said that growth can benefit the community ("I have better access, better roads and garbage collection because of developers," he noted), and asserted that builders can work in harmony har-mony with preservationists. He said he will avoid adopting pet projects or pet peeves. "I will evaluate each project jn a,nd of itself," he added. "' 'i ' Berrett serves a four-year term and replaces retiring commissioner Kurt Nelson.
