Show gfJTHE Thursday, August 9, 1979 Page 7 Council Meeting Draws Crowd The City Council mooting room was flooded with concerned con-cerned citizens at last Thursday's Thurs-day's meeting, with many comment mg it was the most positive and constructive meeting of recent years. The show of citizens followed a public gathering hold earlier in the week during which criticism was voiced over the lack of attendance at-tendance at public meetings. Many of the participants of the July 31 "Town Meeting" complained that city of ficials are unreceptive and unconcerned about residents. It appeared Thursday night that some citizens wanted to see if that was true. The agenda for the regular council agenda was completed com-pleted by 8:00, but it wasn't until 9:30 that the last question from the floor was answered and the meeting recessed. Topics of conversation conver-sation ranged from inspection inspec-tion of buildings, to the update up-date of the city's land management code and the need for amenities, including in-cluding open space and sidewalks. The subjects were at times introduced as questions, and sometimes as information to the council, but they all resulted in a lively exchange of thoughts and opinions. Members of the council and the audience commented they felt they had the support to make needed improvements in Park City. The most controversial topic introduced concerned a house in Holiday Ranch. The building was in the limelight last week when, in attempting attempt-ing to discover if it was in violation of the land management code, former City Planner David Preece and a real estate agent were involved in an altercation. Although the building has only one main entrance it has five kitchens. It was Preece's and many area residents contention that it was a five-plex. The area is zoned for a maximum of a duplex. At Thursday's meeting, many residents complained that the building was in violation of the city's code. "I plowed that driveway last winter, and there were no less than five couples living there many times," said resident Bill Ber-tagnole. Ber-tagnole. "I live in that area and it's not fair. What's to stop the rest of us from doing that?" Councilman Bob Wells, president of the Moana property management company, com-pany, noted that it is the use of the building, not its interior in-terior structure, that con stitutos a violation of the code. While managed by Moana. the house was not used by five separate families, but by people visiting visit-ing Park City to ski who were related through blood or business relationships. Wells said. He also noted that City Attorney Mike McCoy Mc-Coy researched the complaint com-plaint and found the building not to be in violation of city code. "Good common sense says that five kitchens are not standard in a single family dwelling." said Planning Commissioner Rusty Davidson David-son from the audience. "I think it points up that we have some serious loopholes in our ordinances." Some members of the audience noted that a site inspection in-spection would have revealed the Holiday Ranch problem earlier, which brought a host of comments concerning building inspection inspec-tion from the group. Rolf Sandburg said, "I build homes in Park City, and good ones. But there are those who don't care at all and don't call for inspections. inspec-tions. City Manager Wayne Matthews Mat-thews told the audience that some contractors tend to avoid inspections, and in fact, "four were let go last week." Matthews said the city officials of-ficials are aware of the pressing netd lor more building inspectors. He said another inspector was recently recent-ly hired, and will be attending attend-ing school to become certified. cer-tified. Resident Helen Alvarez questioned the council about city open space, especially in the proposed Deer Valley project, and the lack of sidewalks in subdivisions. Planning Commissioner Rusty Davidson said, " I'm embarrassfH tn irfm't tH-t we never considered Sidewalks when we approved those areas. It just didn't occur to us." Councilman Steve Dering noted that the city govern ment was made up of people, who, like the residents, learn by their mistakes. He said residents need to help make the officials aware of the city's needs. Mayor Jack Green thanked everyone for their input, commenting that it points out there are concerned citizens willing to help make improvements in the city. He noted that the city currently is reviewing proposals from engineering firms to update the city's land management code and master plan, and suggested that interested citizens air their views when public meetings are held for the update. 'And we will he looking into revising at least the policy for the zoning administrator and the buidling inspector. This building explosion has hit us hard. We've had nothing but trouble. We'll tighten up on this business with inspection, and the interim in-terim remedy would be not to approve anything else until un-til we have a planner. "It seems the City Council has come under a great deal of criticism recently." the mayor continued. "We're doing the best we can. The building boom is something no one anticipated. And with the road work this summer and fighting with contractors contrac-tors and engineers, we've got our hands full. We didn't plan it this way." The mayor then pointed out some accomplishments by the city in recent years: ;i new telemetering water system, the construction ol a one million gallon reservoir, a nearly completed 'road system, a city owned public transportation system, the takeover of the Memorial Building and the recreation program from the county, the purchase of park land near Mt. Air Market, the establishment of a redevelopment agency, and the purchase of the goll course to keep it as open space. "We think this shows progress," the mayor said "We try to do what we can for the people. Sometimes it causes problems, like with the road construction. Hut in the end, it's for the good."
