Show THEp Thursday, February 22, 1979 Page 3 New Highway Evaluation Open To Pub A Utah Denart Transportation environmental environmen-tal evaluation detailing proposed improvements to Highway 224 and the construction con-struction of a new two-lane highway running east of Park Ave. has been printed in booklet form for review by Park City area residents. Phil Fredrickson, an environmental en-vironmental specialist and captain of the UDOT environmental en-vironmental study team that prepared the evaluation, says the booklets are designed to inform in-form local citizens of the 1 1C proposed highway changes in anticipation of public hearings on the subject five or six months from now. The booklets were printed in January and distributed last week to the Park City Chamber of Commerce and City Hall where they can be obtained free of charge by residents. Proposed highway improvements im-provements in the UDOT study include widening of the 9.5 km stretch of U-224 from Kimball Junction to 16th street in Park City and building an "East-wall Alternate" route a new 1.7 km two-lane right-of-way that will turn southeast of the 224 and 16th St. intersection, intersect-ion, follow along the bottom slope of the hills east and parallel of Park Avenue, and tie into the present U-224 U-224 section near Marsac School on Marsac Ave. The improvements will increase highway capacity, safety and structural life of the road, according to the evaluation. The major reason for the highway improvements is to permit increased traffic flow. The environmental evaluation team notes that Park City is becoming an increasingly popular resort but that current highway conditions leading to and through Park City are not adequate to handle the increased in-creased traffic flow, especially in winter when road use is at a maximum but flow capacity is at a minimum because of snow. The cumulative effect has resulted in congestion on Park Ave. for several hours daily during the ski season. The study warns traffic will increase on Park City's highways, especially when the Deer Valley resort is completed. The study reads, "either the highway capacity must be increased or: (A) vehicles would be backed up all along Park Avenue and further north; (B) travelers would reschedule their travel to less congested times; (C) many may discontinue to travel to the Park City region, choosing instead to frequent a comparable com-parable recreation site which is more accessible." "Overall, I think the highway improvements are something Park City needs and in a bad way," says Fredrickson. In addition to the UDOT proposal the study mentions adjunct improvements proposed by other governmental govern-mental agencies or private organizations including the construction of a new connecting con-necting road between Main Street and Marsac Ave. and the development of a bike path along, but not necessarily on, the East-Wall East-Wall alternate route. The bike path would serve bicyclists, joggers, horseback horse-back riders and x-country skiers. Though the traffic capacity of Hwy. 248 E is considered sufficient for present and future demands, the UDOT evaluation states that the road needs wider shoulders, turning lanes and perhaps signals at the intersection with Highway High-way 224.
