PUD After the council annexed the 324 acres, zoned the land, endorsed the project and approved the water agreement, it issued a special exception permit authorizing Royal Street to develop the resort under the provisions of a planned unit development. As stated in the city's Land Management Code: "The PUD concept of residential development is allowed in specified areas of Park City in order to encourage the establishment of common open space, achieve economy in the provision and maintenance of public facilities, and allow design flexibility in residential development." The special exception permit is the first issued by the city. "Frankly, I've never seen one before," city attorney Nick Arts Festival Continued From Police Chief Garth Wilkinson agreed. "I was tickled to death with it," the chief said of the festival. "I received very few complaints and the people seemed to be very patient and considerate as were the Park City residents." He remarked that traffic moved "quite well" and although cars became "backed up a couple of times" the congestion didn't last "for any great length of time." All members of the local police force were pressed into action over the weekend, working 12-hour shifts. "I was really pleased and I hope others feel as I do about it," Wilkinson added. Peterson commended the Kimball Art Center for its participation and cooperation in this year's effort. "Their staff bent over backwards to accommodate us," she said. Although a few of the KAC workshops were cancelled, most of them were well attended and added a new dimension to the festival, Peterson said. Although Royal Street received City Council approval for its master plan and the measures it felt necessary to implement the plan, the Planning Commission will still review each phase of the project. "It was considered this year," she said, "but the committee felt we weren't ready for it yet." Exhausted but content, the Chamber director commented on the. festival organizers and workers.
