Novem-ber. There will be some changes made to the 1970 and 1972 editions which will involve additions and updatings to the "Diggings Now" and "Doings Now", sections of the book. The photography of the original editions by Harry Harpster will be included as well as some new photos by Ringholzs daughter K.C. Price, a local free-lance photographer and former photography student at Utah State. Ringholz says the manuscripts manu-scripts have been written, updated and edited, and that only the finishing photographic photo-graphic touches remain. Garn said that under Section 404 of the Federal Water Pollution Control Act, the Army Corps of Engineers controls permit authority for virtually all of the country's streams and lakes, including irrigation canals and ponds. "In 1972, the Federal courts expanded the definition of 'navigable waters'," said Senator Garn. "The purpose was to protect the nation's wetlands from undue development. devel-opment. But by changing that definition, they made it possible for the Corps to control normal farming and forestry activities. Congress certainly never intended this result and Senator Bentsen's amendment to the Water Pollution Control Act, which is expected to come up before the August recess, would take us back to the old, more reasonable definition. It would limit the program to commercially navigable waters, wa-ters, adjacent wetlands and coastal wetlands. It would also exempt from the program pro-gram normal farming, forestry fores-try and construction activities activi-ties and all congressionally approved projects. I feel the amendment would alleviate the concerns of farmers and others who fear that the government will be unduly burdensome by requiring Federal permits for activities activi-ties with little or no environmental environ-mental significance." The Senator said that some environmentalist oppose the amendment because they fear that the nation's wetlands would be destroyed by uncontrolled development. develop-ment. He said that the fears are unfounded and that the Bentsen measure would provide pro-vide the first real protection for the wetlands. "The wetlands are not protected under present law and never have been," Garn said. "They are at the mercy of the courts.
