This bill is full of good intentions, but it would base national policy on a combination of wishful thinking, vague directives and avoidance of problems. For the politicians to suggest that the federal government should, let alone could, plan and direct this nation's economy in such a way as to virtually eliminate unemployment is unrealistic. The legislation represents a totally wrong approach to bringing this country out of a recession. The only way in which we could enact this bill would be for the government to con tinue massive deficit spending. spen-ding. I certainly agree with Senator Humphrey that our present economic policies have resulted from badly mishandled fiscal policies, as set forth and carried out by the Congress of the United States in the past several years. But, the Senator states, "the existing board policies have not been supplemented with more specific policies designed to deal with smaller aspects of the problem." This is just not so. The reverse is very much the case. Congress has tinkered with, adjusted and manipulated various segments of the economy, both directly and indirectly. It is through this manipulation that Congress has truly impacted this nation's economy. It is the sum total of these kinds of efforts ef-forts that have caused the problems to America's businessmen and have probably prevented this nation's free enterprise economy, the finest and most flexible economic force in the world, from being able to cope with it. The Humphrey-Hawkins Act, would ignore the law of supply and demand and the free market system and make the government the employer of last resort.
