The bill, which in effect would create a federal Britain with limited home rule for Scotland and Wales, is expected to lead to heated debates in Parliament for at least a year. Although the bill could cause a split among the Labor party and drive' prime Minister James Callaghan from office, experts said the prime minister-hadna choicebut to introduce the fracas after he leaped onto the podium to confront the featured speaker, former Luftwaffe Col. President-elect Jimmy Carter announced on Friday his choice of Cyrus R. Vance, a seasoned diplomatic troubleshooter, as his new secretary of state. Vance, who according to outgoing Secretary of State Henry Kissinger "is exceptionally well qualified for his new responsibilities," is subject to confirmation by the Senate, where approval is a foregone conclusion. ; In another appointment, Carter named Atlanta "banker Thomas Bertram Lance to head the Office of Management and Budget, which prepares the federal budget and oversees management of the executive departments. Concerning the rest of his appointments, Carter said on NBC's "Today Show," I think that by Christmas I would have most of the Cabinet fairly well identified." On Friday, the president-elect announced he is studying the military chain of command now so he will be prepared to snap out orders "in case of a crisis the day I'm inaugurated." ' Eating a chicken leg and mingling with the guests at a barbecue behind brother Billy's gasoline station, Carter told reporters, "In case of a crisis the day I'm inaugurated, I need to know all that before I assume responsibility." Washington The United States Supreme Court Friday ordered Utah officials to delay the execution of condemned murderer Gary Mark Gilmore which had been scheduled for Monday at sunrise. The high court's decision reportedly resulted from action sought in behalf of the convict's mother, Mrs. Bessie Gilmore, Milwaukie, Ore. According to Utah State Prison authorities, Gilmore was "quite upset" by the court's six-to-three decision to stay his execution. "He made a few snide remarks and that was all," if said a prison official Richard Barnard. Main Street Bldg. A Yes. Frost buildup of more than ' 14 inch makes the cooling unit : work harder and use more electricity. Defrost conventional refrigerators twice a month and freezers at least annually. Dust which accumulates accumu-lates on the condenser coils forces the cooling unit to operate longer to maintain the proper temperature setting. set-ting. One way to eliminate this waste is ' to plug the set into an outlet controlled by a wall switch. Another alternative is to install an additional on-off switch on the set itself or in the cord to the outlet; some "instant-on" sets have a built in switch usually labeled "vacation" "vaca-tion" which turns off the "instant-on" feature. When the set is on, however, it uses no more energy than other sets of the same size and type. Transistorized Tran-sistorized (solid state) sets use less energy than sets with vacuum tubes.
