Show Wednesday, August 25, 1976 PcgoS Watts Emphasizes Need For Revised Zoning Stoneground Produces Great Sound SCHOOL DISTRICT ANNOUNCES FREE LUNCH POUCY FOR SOME In a letter dated August 19 and sent to Park City Mayor Leon Uriarte and the' city council, Planning Commission Com-mission Chairman Burnis Watts urged reconsideration' of the proposed Land Management Code which was rejected by the council on August 5. , Watts asserted that the existing zoning ordinance is outdated and does not provide adequate guidelines while further delays in passage of tfce revised ordinance will aggravate . an increasing munber of problems. The text of Watts' letter reads as follows:. ; ' I "Speaking1 not for the planning Commission, but as an individual and a member qf the Commission, I respectfully urge you to reconsider the adoption of the faster Plan for the following reasons: 1. The present ordinance is dutdated and is very difficult to use as a management tool for decisions that greatly affect the present and future evelopment of Park City. 2. The Planning Com mission's responsibility is impered greatly by lack of finition within the present . ddinance. If the Commission Sto make decisions that feet, the whole community, i needs' a better code as a guideline to work with.1 1 3. It seems that to prolong tfi passage of the Master Plan . in its present form does not solve an ever increasing number-, of problems that affect the total community: The pressures of vested interests only emphasize the need for passage at this time. Special problems and changes that require hearings can be better dealt with in an environment that is conducive to the normal channels, for change dealing with issues on an individual basis as opposed to the total code. It seems appropriate, that any new investument will need time for testing its validity. Not many, if any, instruments in-struments that are written by groups of lay persons are done with infinite wisdom and total, completeness. The complexity and far reaching effects of' such an undertaking un-dertaking , needs and will require revision , and evaluation as it is used and applied. There are methods and procedures by which change ' can be effectively made. The total community is the focus of the master plan, not special interests. I urge you to consider the alternatives and rationale that are outlined and hopefully culminate the sincere effort of many by the passage of the Master Plan." Adoption of the Land Management Code was defeated by a narrow 3-2 vote with Council members Jack Green, Eleanor Bennett and Richard Martinez in opposition op-position and Jan Wilking and Steve Dering favoring the ordinance. ' It is believed that protests against the removal .of commercial zoning on lower Park Avenue led to the Council's rejection of the measure.'"'" -r-'::,:r1-'- o IP O Park City School District last week announced its policy for free and reduced priced meals and free special milk for children unable to pay the full price of meals and milk served under the National School Lunch and Special Milk Programs. ' Each additional family member $860 Stoneground Vocalist Annit Simpson By Craig Reece The C'est Bon Lounge was . treated this weekend with one of the finest rock bands to play in Park City ever. San Francisco's Stoneground energized the evening from their opening number' until their encore sets. Female vocalists,1 Joe and Annie Sampson sang with pure power. Tim Ban- guitarist and bassist Terry Davis fully boogied with Stoneground's special style of soulful rock n' roll. Surprisingly, both Friday and Satudray night's performances per-formances ' drew smaller crowds than anticipated for such a fine band. Marshall Marinakas, the C'est Bon Lounge manager, felt the reason could have been that few people in the area were familiar with, this popular Bay agea group. The : C'est ;Bon Lounge which in the past has hosted such renown performers as Howy Axton, Mose Allison John Stewart, continues to bring a variety of excellent music to Park City. If, in the future, you're unfamiliar with a group appearing in town, check them out, it could be another pleasant surprise. . They may do so by filling in the application forms sent home with students in a letter to parents. Additional copies are available at the principal's office in each shcool. The information provided on the application will be confidential and will be used only for the purpose of determining eligibility. Applications may be submitted any time during the schoolyear. In certain cases foster children are also eligible for these benefits. If a family has such children living with them and wishes to apply for such meals and milk for them, they should contact the school. In the operation of child feeding programs, no child ' will be discriminated against because of his race, sex, color or national origin. . Under the provisions of the policy the Principal will review applications and determine eligibility. If a parent is dissatisfied with the ruling of the official he may make a request either orally or in writing to: Dr. Richard Goodworth, Superintendent, 301 Main Street, Park City, Utah, 649-9671; for a hearing to appeal the decision. Hearing procedures are outlined in the policy. A complete copy of the policy is on file in each shcool and in the office of the Park City School District where it may be reviewed by any interested party. CALL WITH A Couple Left Out On Limb To Get Releaf From City A complaint over city destruction of four privately owned trees came before the Park City Council last Thursday night. , Salt Lake City residents Mr. and Mrs. Hart, who also own a house on Lowell Avenue, told the council that four trees on their Park City property had been destroyed during construction on the Lowell-Empire Special Improvement District. Mr. Hart claimed two white birch, a red birch and an Austrian Pine were buried under earth pushed on his property be the city crew. He noted that City Engineer John Probasco promised the trees would be replaced but that no such action has occurred. oc-curred. " ' Getting to the root of the problem the day ; after the council meeting, City Planter Van Martin contacted con-tacted the Harts and then ordered new trees' at city expense. ; The Harts also complained that construction presently underway next to their property has severed their driveway. Councilwoman Eleanor Bennett, who is a neighbor, added her concern saying; "I noticed that the bottom of the driveway was ruined." She also mentioned the "horrendous dust" produced at the construction site.
