' The request, which covers the operating expenses for the calendar year 1977, will be voted on by the county commission on , Monday, August 9 in Coalville. '. Request Equal to Tax Revenue . , ' Not coincidentally, the $66,758 figure is equal .to the amount of revenue the fire district could raise by inacting the maximum four mil levy on the districts property owners. The district's legal right to . impose a mil levy, of not more than four, is provided by the same county ordinance ' that made possible the formation for-mation of the Park City Fire Protection District in' December of 1975. $16,686,998 Property Value With the fire district's property value assessed at $16,686,998, a four mil levy would generate approximately ap-proximately $66,758, according ac-cording to Commission Chairman James Schirel. Speaking for the three-person three-person commission, which includes former Park City Council members Clem Hansen and Mary Lehmer, Schirel said, "We feel we need the total mil levy. I don't think there is any question about that." "With human nature being the way it is," meaning that not everyone pays their taxes, Schirel explained that in order to stay within their budget the fire district would most likely fall back on the $5,000 donation promised by the Park City Municipal Corp. Lower Fire Rating , While outlining the budget for 1977, the commission chairman told the public hearing,"The goal of the fire district is to lower the fire rating through the upgrading of fire protection." Presently, Park City's fire rating, according to the Insurance Office Report, is seven on a scale of terf. According to Schirel, chance of the city moving to a rating of eight, and 'thus creating higher insurance premiums for everyone, is precariously close. Based on a point system, a rating of seven covers 3,000 to 3,500 points. Park City currently has 3,498 points. Summit Park, which is part of the fire district along with the Snyderville area, has a rating of 10. Schirel said, with the provisions of the new budget, he hopes to get the rating down to 9. Emphasizing the importance im-portance of the insurance rating, Schirel informed the public , hearing'Investment of the tax dollar will yeild cont.onpage3 NO TEACHERS AGREEMENT REACHED YET The Park City School District is one of four Utah districts which has yet to announce a teachers contract settlement for the coming school year, according to the Utah School Boards Association. . Teachers contract settlements set-tlements in Kane and San Juan School Districts last week brought the number to 36 of Utah's 40 districts to complete negotiations. , Park City School Supt. "There are a couple of reasons why we're a little slow this year", Park City School Superintendent Dr. Richard Goodworth reported. "One problem is our budget is tighter this year because we didn't get the increase in enrollment that we expected. Another thing holding us up is that we're, looking at a two year contract." ' , ' If the local teachers agree to the proposed contract, Park City along with Ogden, will be one of the two Utah school districts that has reached a two-year contract settlement.
