Citing concern as to the type of development which will take place along the entrance road to the city, the committee decided against thecommercial zoning.lt also considered and rejected the possibility of changing the RD zoning to the more dense RM zoning or expanding the type of development allowed within the RD zone. More Requests With the Royal Street decision seemingly setting the tone, the committee also rejected a request by Alan Frandsen that his ll-acre parcel along Highway 248 be zoned commercial. Frandsen has repeatedly asked that the property, which is now low density estate, be changed. Under the revised ordinance or-dinance the land would become RD which allows residential development on lots of at least 12,500 sq. ft. Another commercial change was , denied for residential property next to the Cheveron service station on Park Avenue. The land is slated to remain RM. Zoning change requests from Elwood Nielsen and Joe Bernolfo were also denied. Prospector Village The committee ' also refused to budge on zoning the the Prospector Village area.': Attorney Rick Prince, at the June 28 hearing, argued that a need exists for more RM property in Park City and that the Prospector Village land is "RM-type property which everyone can afford to buy." The land is proposed as less dense RD. Phase one of Prospector , Village has been approved by the planning , commission and.therefore houses could be built on lots smaller than the required 12,500 sq. ft. However, under the new ordinance, multiple unit dwellings would have to abide by the minimum lot size requirements. Prospector Village Number Two, which may come before the planning commission for both preliminary and final approval, on July 21, is designed as a multiple unit development with lot sizes considerable less than those stipulated by the revised ordinance. In a separate decision, the master plan committee concurred that preliminary , approvals granted before passage of the revised zoning ordinance would not entail special consideration under the new zoning Width Requirement In response to a recommendation recom-mendation from Jim Carr, the committee waived the minimum width requirement for multiple unit lots in the older part of the city. The total area of the lots must comply with minimum requirements ' but the multiple unit lots need only meet the 37.5 ft. minimum, width requirement imposed , on single dwelling lots. ' The furror created by the Crescent Ridge condominium owners has caused the committee to recommend that adjacent property owners be notified of pending building plans. The Crescent Ridge owners claimed they received no notice of a duplex development slated for land next to their homes. The committee is recommending that conditional con-ditional use applicants be required to notify all contiguous property owners of proposed construction or changes in the use of a building. In addition, the committee suggested that a list of conditional use applicants and addresses for which the permits are being requested to be published in the newspapers prior to a decision by the planning commission. Public Hearing ,. The proposed revised zoning ordinance will be sent back to the planning commission com-mission on July 21 for their scrutiny and another public hearing is scheduled for August 5. City Gets Approval For $600,000 Water Loan ; Park City officials have received word that a $600,000 water improvement loan has been approved for the city. The loan, which will come through the Farmers Home Administration, will be used to upgrade water lines in the older section of town and to install water meters. Although approved, . the money is not likely to be disbursed until after the federal government's new fiscal year begins on October City Manager Wayne Matthews said the timing of the loan will probably preclude any water improvements im-provements this year. The city will make prepartations to begin work as soon as weather permits this spring, Matthews reported. . The city manager said most of the new water lines, which will replace existing lines which have deteriorated, will be larger than the originals, providing additional flow and increased fire, protection. , "This will greatly improve the water system in the older part of the city," Matthews said . , v ' The $600,000 will be paid v back over a 40-year period at five percent Interest.
