A Weekly Newspaper, Devqted to the Interests of the Leading Agricultural and Horticulturai Section of Utah 'Tne Garden of the West " VOLUME .14 NUMBER .1 SPRING VI LLE, UTAH, THURSDAY, SEPT. 17, 1903 PRICE, 1.25 TEIt ANNUM 7 Prohibition or Saloon. As the eeason of the jear approaches ap-proaches for political parties to put their bends together with a view of .formulating platforms and naming candidates, tha question is being asked by those who are in the habit of leading out in Klitical mutters: "What are we going to do this autumn in relation to the City election? Who are we going to put up for city officers, an4 what are Jwe going to say onthe liquor, ques tion?" What to do on the liquor question seems to be the paramount question, and oie that is as farfrom settlement .as ever so far as our City is concerned. con-cerned. It is well kuowu -all through the state that Sjari,njr- TIie has stood'alm Tst atou"e as an anti-saloon town, and there ha been for years all kinds of argument, argu-ment, or and against the proposition. propo-sition. It is claimed. -by those who favor li'cenes, that if the question is fairly submitted to tbe voters, a majority. vote would be in favor of the "open, saloo n." On the other hand it in asserted just as strenuously by the anti-saloon anti-saloon element, that the voters would return a safe majority for "no saloon." As this is not a party question nor caa it be, for many staunch Republicans , and Democrats are arrayed on both sides of the question the Independent has a couple of pro- t positions to submit to its readers, read-ers, ineither of which the liquor question may be entirely elim inated from pilitics and settled -for a time at least, and the par- ty elected will know in advance just what to do for the next two l years, so far as the liquor quaa-tion quaa-tion is a factor. If the political parties think best to put party tickets in the j Held, all well and good, and let each consent to have printed on the bottom of the ballots the words; "Licensed .saloQn,",Ye3 1 No, and whichever Way the votes , predominate, let thut-be.a guide - for the- officers elect. fcBy..thij method every elector in the City . can vote freely for his party-can- dldates without an v reserve, an-1 also vote his seui:-,n3ats in re- gard to the liq ior regulation. The other suggastion is, let the saloon and auti saloon i'ac-. i'ac-. tious, for this coming election, align themselves, according to their beliefs, on each side, under - whatever natnes they may deem - appropriate; the one side put up a ticket with the paramount is-.sue, is-.sue, "The licensed saloon" and these opposed support the negative. nega-tive. By the latter proposition every voter can express himself freely and forcibly without taking tak-ing into consideration hi3 political polit-ical affiliations. The other policies pol-icies need cut no figure, for they woutd most likely be identical, as all believe in the lines of. advancement ad-vancement now marked out. It would "seem that either of -. tbo above plans, by adoption, would remove much anxiety afroua the minds of the people, - as to what to do in the coining campaign, and settle the method - of regulating the liquor question for the next two years at least. Any citizen who has suggestions sugges-tions to offer along the lines in- -dicated above, or any other that zen9 in helping to a way in '-which the difficulties in our way may be met and solved -amicably, and for the best good of all, will be cheerfully givenspace in the Independent to do so. With the Irrigation Congress now in session at Ogden, the following fol-lowing from Goodwin's Weejc-is Weejc-is timely and appropriate. "Would you know some of the advantages which irrigation gives the agriculturist ami horticulturist? hor-ticulturist? Listen! It saves his .crops from floods and drought. Water is the life of the soil. By irrigation that life can be supplied exactly when needed and in, exactly the proper measure. meas-ure. It. makes the farmer the master. mast-er. of Jiis business. He does not have to delay plowing and planting until ,theoil driSs or until it rains. - ...., It h his obedient agent. When a crop begins to suffer for rain, he applies the remedy without waitiug for the whims of clouds and winds. Through it he plants early, keeps the crops growing all the time, harvests early, and of several sev-eral varieties of plants he can raise two or three crops from the same land in a single reason. In the arid belt he is able to harvest his whole crop; leaving it in the field without, danger or loss, before housing or stacking stack-ing it. ' . ' Where more moisture is needed need-ed for certain soil and less for another; be can exactly supply the wants of each, The crops on irrigated soil ar8 perfect for they are not affected af-fected by droughts or fl ods. It is cheaper, safer, better than rain.' When the ground is prepared, the cost of iirgttiou is but a small factor. Irrigation i3 a science easily acquired. The man who sees his harvest ruined by drought while a stream runs by his fields, is half a barbarian, lacking lack-ing the knowledge or the industry indus-try to utilize the gifts within his reach. . ; " Trn acres "orTaTid'i nd ten i iches of water under -the farmer's farm-er's hand is worth more than twenty acres without the water, even where men depend upon rains for needed moisture. Most American farmers are but bunglers. They were beaten beat-en by the poor wretches who, in tin valleys around Babylon, 4,000 year ago, by irrigation able from a small araa of land to supply millions of men and animals with food. The vital principle in the soil to bring forth food is moisture, moist-ure, where it is either lacking or irregular, it is man's province and duty to supply it by irrigation. irri-gation. Sprains S. A. Read, Cisco. Texas, writes, March 11, 1901: "My wrist was sprained sprain-ed so, badly by a fall that it was useless; use-less; and after using several remedies that failed to give relief, .used Ballard's Bal-lard's Snow liniment, and was cured. 1 earnestly recommend it to .any one su ff er 1 ng f ronf sprains." 25c. 50c, $1,00. Springville Drug Co. Sanitary Conditions- The following from "Truth" published in Salt Lake City is timely and well worth careful perusal and the suggestions, if put into practice will rai!e tbo sanitary conditions of our CJity. "Who shall decide when doctors doc-tors disagree? Here we have. Dr. Beatty throwing bricks Dr. Metz, and Dr. Witcher slinging rocks at both, and Dr. Beatty hurling back' the allegations of each concerning the cause of typhoid, and meanwhile the germ, microbe, or Jwhat evtr it is, goes inarching ou All these wise men set-in to ugree that typhoid ty-phoid is caused by tilth of some kind but they cannot agree as to what sort it is. Some say the garbage pile is responsible; that it is a sort of huge culture tube for the propagation of the germs; others maintain that only in excreta" ex-creta" does the typhus microbe thrive and grow, and while all this mixed up mess of argument is progressing, new cases are being be-ing reported at the health office. "Truth" adheres to the position it has taken, that-the filthy condition con-dition of Uie city; the outdoor closets, reeking with their fer- menting contents; the garbage piles, the sewer openings, the grease traps, fly infested, every one of them, are the cause, and that if the health department' backed by the city council, will make every owner and tenant clean up their premises and ff keep them clean, the diseased would vanish. Use quick lime in theclosets and on the heaps of rotting matter found ineverv back vard. Use dry earth' or coal ashc3 every day in the out j side closets up the city. Disinfect.
