Mendenhall, upon his return from McGrath, Alberta, where he has been for the last eighteen months, superintending sup-erintending the interest of the Mendenhall Ranch, which comprises com-prises 10,000 acres. Their ranch is 28 miles from Raymond, which they will make their shipping point. As regards to the winter, Seymour says that the weather was quite mild up to Jan. 1st, when it began to snow and the thermometer registered reg-istered 30 degrees below for a few days. The stock which he took in April 1001 wintered on the range without any cut feed. About 40 per cent of those taken in late had to be fed. He could go out upon the range any time during last winter and get good beef. The prospects for grain are most excellent, the crops are very large and thrifty. He is more than satisfied with their prospects, and thinks it will prove to be a veritable bonanza for the farmer and ranchman. ranch-man. There it a flow of seven million mil-lion gallons leaving the mouth of Parley's Canyon; but through seepage and evaporation less than two million reach the farmer. far-mer. Now the only remedy for this shameful waste of water is an entire change of front in t he handling of it and delivering it to the people. Although irrigation irriga-tion is as old as agriculture, the average farmer does not know just how much water is necessa ry for the various soils that he tills and the crops he raises. At the present time however the in-teligent in-teligent husbandman is fast waking wak-ing up to the fact that' this kind of information is the most valuable. val-uable. Without this information informa-tion no just and equitable distribution dis-tribution of the water can be made. Without it there is constant con-stant danger of , litigation over the right to use water. Indeed, the only way to ascertain a per sons right to the - water is for some one to decide, justly, how much is needed, and not how much is wanted nor how much has been used for a term of years. One man's right to the water, Jike his right to the air, leaves off where his neighbor's begins. No person has a right t waste water when another is suffering for the want of it. Under the rule the man with the prior right gets his share or all the law has given him, often using double the amount that is nec essary, while his neighbor who appropriated a littlelater stands by and sees the scorching tongue of drought lick up his crops. Dealing justly with all and by expending a very little money to each person benefited, our water supply could be made to cover twice the land that it now does, and the water question would, be settled, unless the present supply should be greatly diminished. A knowledge of the amount of water that is neces- Jsary to produce profitable crops, is clearly a matter of first importance impor-tance to the approprialors, that they may have enough for that purpose aiid no mork, leaving the residue for others who are justly entitled to it. Now the next legislature shouid so ad to and perfect the present laws, that under them, the districts can determine the amount ol water a person is entitled to, that is the smallest amount, carefuily and judiciously applied to perfect his crop, under the best practical regulations; also permit a district to raise by tax ation sufficient means to build reservoirs and canals, such as may be necessary, to properley conserve the water supply. What is true in the above case will apply in every part of the i state. If Springville would construct con-struct a few reservoirs this year, and make some' needed repairs: on the canals, to prevent seepage though next year may be as dry us tins, tne scneme v.-ouia pay every dollar back in one year. What sense is there in talking about more wrater, the driving of wells, and the tunneling of mountain?, until we make the best use of what we have? Last Tuesday morning, the Mayor and Council, accompa nied by Mr. Haywood, an elec trical expert from Salt Lake City, took atrip up Spring Creek Canyon to see about locating the proposed pipeline.
