The experience of many hundred small cities and v.llages throughout the United States lias demonstrated that with municipal ownership the cost is one-third less. If the wishes of the people of 'Spriugville are consulted by the present Council, the Telluride people will be refused a franchise. Leaving the question of municipal ownership out of ' account, the Dam Power enra-; enra-; pauy should not be granted a franchise conveving valuable privileges except that said com pany do something for the - municipality in return. may not be apparent in all cases, but in each of those she should be thankful it is no worse than it is. Springville should be thankful thank-ful for her material prosperity.' Her people now have money in their clothes, and instead of looking for places to get supplies on credit they can look for places where they cao buy the most cheaply. Thanklul that she now has another church to help look after the spiritual welfare of her people. Thankful for ihe establishment establish-ment of the sugar factory, hik! t he consequent increase in her wealth -producing r sources. Thankful that Springville always gels the lion's share when railroad contracts are to le given out, and that this year was no except ion. In view of the fact that one or two more cases would be sufficient to cause the closing of the public schools, the quarantine should be rigorously enforced.
