The Horizontal Mill arrived a month ago and the MillTurn Lathe is expected to arrive next week. The South Utah Valley Municipal Water Association Associ-ation is working on plans for a regional sewer plant that would serve Elk Ridge, Mapleton, Payson, Salem, Santaquin, Spanish Span-ish Fork, Springville and Woodland Hills. The facility would be similar to the Timpano-gos Timpano-gos Special Service District Dis-trict plant, which serves much of the county north of Orem. Heap said the existing plants in the south county coun-ty area will likely reach capacity in 15-20 years, and a study conducted for SUVMWA recommends recom-mends that the eight south county cities pool their resources for a regional re-gional plant. "Whether or not a regional re-gional plant happens is still up in the air, but they want to plan toward it in case that is the best route available," said Heap. "That's about where we are today." ' Sewer systems are one of the primary factors that determine how fast a city grows, said SUVMWA SU-VMWA chairman and Payson City Councilman Larry Skinner. In Mapleton, the city council recently lifted a building moratorium that was enacted last year to curb growth while the city figured out how to expand its sewer capacity. capac-ity. Not every city in southern south-ern Utah County has a sewer treatment plant. Elk Ridge is tying onto Payson's sewer lines, while Mapleton uses Spanish Fork's system. "In several cities in the south valley, at this point they can't grow any more until they address sewer issues," Skinner said. The 26-year-old annual event is one of the oldest and well-known film festivals of its kind in the nation and has consistently introduced some the best films produced (see www. breckfilmfest.com). Land acquisition is likely the last step the cities will take for a few years. Before taking further fur-ther action, SUVMWA is awaiting results of a state study on phosphorus phospho-rus levels and other environmental en-vironmental impacts on Utah Lake. Heap said it is also hard to make concrete plans because it is hard to say what kind of technological technologi-cal advances might be made in sewer systems in the next decade or two. Of course, the cities could always build their own treatment plants, but Skinner and Heap said a regional plant would be cheaper by allowing the eight cities to share maintenance main-tenance and operations costs. "There are other options op-tions ... such as each individual in-dividual city increasing their own capacity or building new facilities," Skinner said. "A determination determi-nation has been that it's probably best to share those costs." Plans are tentative at best, but Skinner is confident con-fident that in the end, the eight cities will join forces forc-es for the regional plant.
