Theresa Marie Dougherty, 369 E. 400 South, Springville, was arrested for child abuse and intoxication. in-toxication. Two female juveniles were cited for possession of alcohol alco-hol by a minor. Three adults with the juveniles were also cited. They were Adam L. Farnsworth, 364 S. Sunnyhill, Payson; Jessica Lynn Kennedy, Ken-nedy, 570 S. Art City Circle, Springville; and Allyson Nicole Ovard, 570 S. Glenwood Dr., Springville. Paul Delgado, 1166 E. Center, Cen-ter, Springville, and Charles Robert Doucette Jr., same ad-. dress, were arrested for possession pos-session of marijuana and possession pos-session of drug paraphernalia after police issued a search warrant. Jenni Drollinger, 106 N. 1230 East, Springville, was arrested arrest-ed for possession of heroin, a 2nd degree felony. Two male juveniles were charged with possession of stolen property after they were found with a stolen bicycle. McKenzie Lynn Evans, 9703 N. Heiselts follow, Cedar Hills, was referred to court for two counts of theft. Six juveniles juve-niles and Kalen Mikhail Res-tad, Res-tad, 391 N. Main, Springville, were cited for possession of alcohol by a minor. Ryan Robert Hart, 382 S. 900 East, Springville, was charged with disorderly conduct. con-duct. Gessel Ricardo Jimenez, 485 E. 535 South 4, Springville, Spring-ville, was charged with disorderly disor-derly conduct, reckless driving driv-ing and leaving the scene of an accident. Skylet T. Bobbie Dawn Stone, 308 E. 600 South, Springville, was cited for domestic violence assault and criminal mischief. Joshua Alan Wheeleer, 150 E. 300 North, Springville, was" cited for criminal mischief.? Michael Wilkinson, 2145 Og-den Og-den Ave., Ogden, and a male juvenile were cited for simple assault in a June case. Jason Ja-son James Woods, 481 E. 400 North, Salem, was referred to court for witness tampering in a June case. Ramona Jensen Wilson, 729 E. 600 South, Santaquin, was arested for DUI. Courtney Hoffman, 50 W. 700 South, Springville, was arrested for possession of heroin, possession posses-sion of drug paraphernalia and a warrant. Thefts included a cell phone, bike and tent, pocket bike later lat-er recovered at the pool, i-pod, generator from a camp trailer, medication, DVD player from a vehicle, lawn mower and golf clubs, cell phone, lawn mower and registration sticker. Many of the stolen items were taken from garages. ' untile ijJDci SPRINGVILLE HERALD City passes intent Martin Conover SPRINGVILLE HERALD The Springville City Council, Coun-cil, on a vote of five to zero, said they want the overpass built over the lower Union Pacific railroad tracks on 400 South and want to negotiate ne-gotiate with Intermountain Power Agency (IPA) for funding and extending their railroad yard to the south. This was accomplished in Tuesday's city council meeting. meet-ing. This action was requested by IPA so that they know the city's position on the issue, is-sue, and they have some assurance that they can move forward with getting the necessary preliminary work done for designing the bridge and improvements to their facilities in the west field. Before passage of the issue it was noted that it would be better if there were no train yard in the west fields, but the city really re-ally has no choice, and by working with IPA the city can get things to happen for the good of the city. It was also pointed out that a proposed development, develop-ment, west of the train yard and adjacent to the freeway, which could potentially bring an increase in sales tax to the city, is watching to see what is going to hap Why terrorism? And predictably, pre-dictably, far more Hezbollah and Hamas terrorists will-be killed along with innocent Palestinians and Lebanese than will Israelis. Why, then, did Hamas and Hezbollah commit acts which were bound to result in catastrophic catastroph-ic consequences? However, the mayor said that their position may hinge on the passage of a 14 increase in the sales tax in Utah County for transportation transporta-tion (UDOT). This increase has already occurred on Salt Lake, Weber and Davis Counties to the north, and is why this area is going to have commuter rail before Utah County. Utah County has resisted putting the issue on the ballot bal-lot over the past several years for unknown reasons. The mayor and council discussed all of the good and bad points and were cautious cau-tious in the phrasing of the motion because they all feel that State Road 77 belongs to the state and that the city should not have to spend their funds on this project. The city left the door open for the solution of any other issues which may come to the surface as they, UDOT and IPA move forward with the project. Probably the most important impor-tant issue to be raised during the discussion was the need in the city for construction of the new overpass. The city also noted how timely the federal action initiated by Congressman Chris Cannon was, which produced $17 million for the construction of the new freeway overpass and access, ac-cess, which will basically be constructed at the same time although they are different dif-ferent projects. It looks like the two projects proj-ects will allow UDOT to widen 400 South from the freeway to Main Street and to widen the bridge over the upper Union Pacific Rail Road tracks in this same time frame. In other action the council was told that there will be . two new crossing guards when school starts this fall. Don Rosenloff talked to the council about the skateboard skate-board park which is not closing on time and is very noisy at night. He said the fence is not effective in keeping the kids out of the park at night and wants the park torn down Kent Warren met with the council concerning water wa-ter pressure in the far south end of the city, south of the Evergreen Cemetery. He was told that the problem prob-lem is not because of the lack of water, but because of problems in the delivery system. The pipes bringing the water to that part of the city are not big enough and cause a reduction of pressure pres-sure this time of the year. The city is planning to increase the pipe size, but it will take up to two years to accomplish that. In the meantime the city told him that it is operating both the 900 South well and the 1000 South well to attempt to keep the pressure higher in Warren's area. The council instructed the city staff to more closely monitor the payment of Special Improvement District Dis-trict moneys to the city.
