Economists understand under-stand this well and explain that so-called business taxes are always passed on to peo- Ele, either in the form of igher prices for those who purchase the products or services ser-vices produced by the business, busi-ness, lower wages for employees em-ployees of the . business, or lower profits for business owners. In essence, business taxes are a way for politicians to hide the true costs of government govern-ment from those who ultimately ulti-mately pay them. Property taxes are imposed im-posed by all 50 states but some states impose a disproportionate dispro-portionate burden of the property tax on businesses. Property taxes of commercial, commer-cial, industrial and residential residen-tial property varies dramatically dramati-cally from state to state. Some states have several formal for-mal classifications of property proper-ty with each classification of property being taxed at a different dif-ferent assessment level. Arizona has nine classifications classifica-tions with residential proper-. proper-. ties assessed at 10 mining and utility assessed at 25 and most other classes of property taxed at assessment assess-ment levels between 10$ and 25. Many states do not have formal classification systems, sys-tems, but the various credits, exemptions and deductions act as a de facto classification classifica-tion system. Utah technically does not have a classification system, but its 45 primary residential residen-tial exemption functions like a classification. As a result of the exemption, exemp-tion, $204.7 million in property proper-ty taxes are shifted from primary pri-mary residences to other classes of property. Differences in the quality of assessments among various vari-ous classes of property can produce a de facto classification classifica-tion system even in the absence ab-sence of statutory classification classifica-tion schemes. State-by-state classification classifica-tion effects can best be mea sured by calculating the ratio of effective tax rates (ETR) of industrial and commercial property to the effective tax rate of primary residences. Typically, if a state has a statutory or de facto classification classifi-cation system, primary residences resi-dences receive the most preferential pref-erential treatment because home owners outnumber business owners. Utah's ETR ratio is 17th highest overall and is slightly above the national average. If the ETR ratio were calculated calcu-lated using a $300,000 primary prima-ry residence instead of a $150,000 residence, Utah's ranking would increase to 13th highest. In this example, states with an ETR ratio of less than 1.00 tend to exempt industrial personal property or assess industrial personal property at a low rate. The ratio of industrial taxes tax-es to residential taxes in Massachusetts, New York and Washington D.C. is extremely ex-tremely high while the ratio in New Hampshire, Pennsylvania Pennsyl-vania and Delaware is extremely ex-tremely low. The scientist is not a person per-son who gives the right answers, an-swers, he is one who asks the right questions. - Claude Levi-Strauss Provo-Orem firm aims to put out tire fires Waste Tire Recyclers, N.A., a subsidiary of the International Inter-national Institute for Health & Wellness, Inc, a Provo-Orem Provo-Orem based research institution, recently conducted a waste tire fire control demonstration for the Utah County Coun-ty Health &Environment Department and the Spanish fork Fire Department at it's research facility in Spanish Fork. The purpose of the demonstration was to exhibit the company's ability to respond, control and extinguish a waste tire pile fire. One of the most critical aspects in waste tire recycling is the ability to quickly and effectively control the potential poten-tial of a used tire pile fire, most of which are created by arsonists. For the tire fire control, the IIHW used a specialized spe-cialized chemical product called COLD FIRE. The IIHW has oeen conducting research into waste tire recycling since 1992 here on the Wasatch Front. Spearheaded by Dr. CB Jacobson, the IIHW continues to work with commercially viable projects such as Tire Rubber boards, tire derived fuel, tire baling, CRUMB rubber, rubberized shingles, and other potential reuses of this solid waste product. One of the primary tenets of IIHW research is to not only create commercially viable projects, but also to envelope en-velope those projects in an environmentally sound, safe and beneficial manner. During the experiment in Spanish Fork, the tire fire was extinguished with a small container of water and chemicals in less than a minute. And after, the previously previous-ly burning tires were cool to the tough. The chemical used is biodegradable and can be ingested ingest-ed without damage.
