Springville was no exception. Inasmuch as Tuesday was declared Freedom Day and the hostages are being honored in Washington, the Springville Shade Tree Commission and two employees of the Parks Department added their touch and good will by tying yellow ribbons around all the trees on Main Street. The ribbons was made from 40 yards of yellow material donated by a local civic minded citizen. Kathryn Br-inghurst Br-inghurst and her son Riley show expressions of happiness, such as those shown on faces of people nationwide. More about lunch increase The reconciliation bill recently passed by Congress causes some provisions that affect all school children and their parents. The bill mandates man-dates the following cuts in reimbursement for child nutrition programs: On a permanent basis the reduced price lunch charge to the child has been increased from .10 to .20 effective January 1, 1981. The bill also stipulates for this fiscal year only the following: 1. Reduces the reimbursement for all children's lunches by 2 1 2 cents, except: In school districts in which 60 percent or more of the children received free and reduced price lunches lun-ches during the 1979 school year. 2. Reduces the level of commodity assistance for lunches by .02. Therefore, 13' n cents per lunch will be the new commodity rate. 3. . Eliminates the January 1, 1981 annual adjustment in the rates of reimbursement. The next change in the rates will be on July 1, 1981. 4. The bill also requires a permanent freeze on reimbursement for milk served to paying children at the rate of 5 cents per a pint. These cuts have a drastic affect on the district's school food service budget.
