The two departments have published proposed regulations on fees with a 90-day public comment period ending February 21, 1978. BLM will bill at the rate of $1.51 per animal unit month with exceptions ex-ceptions for five Land Utilization project lands and western Oregon where the 1977 rates varied from $1.58 to $1.88. mi Street Springville Utah " A The Upper Colorado Region of the Bureau of Reclamation now has 42 young adults enrolled in the Young Adult Conservation Corps, a program for jobless youth from all economic backgrounds. The program was enacted in August 1977 to provide work for unemployed young adults between the ages of 16 and 23. Applicants must give assurance that they have not left school for the purpose of entering the Corps, if they are 16 through 18 years of age. Utah's State Job Service Ser-vice Office is referring interested young adults to Bureau of Reclamation offices in Salt Lake City andProvo. The youth are interviewed to determine their skills and interests and placed in jobs that will provide training opportunities and meaningful work, and create some personal sense of accomplishment. Reclamation enrollees are benefitting from work-learning experiences ex-periences in a variety of fields:drafting, surveying,' sur-veying,' hydrology, accounting, ac-counting, office services, etc. When outdoor work begins in the spring, the youth will build livestock control fences at Strawberry enlargement and Starvation reservoirs; reser-voirs; build stream stabilization structures on the Strawberry River, Currant Creek Reservoir and at Scofield, Huntington Hun-tington North and Strawberry reservoirs; and construct and place recreation facilities at Strawberry and Starvation Star-vation Reservoirs. Jackie Bates, a 19 year-old enrollee who works in Reclamation's Re-clamation's Provo Office stated: "I feel everything I could and more than if I were in school". Jackie is a clerical aid in the Central Utah Projects Office. Ten thousand young adults are being placed in Department of Interior bureaus to help decrease the backlog of conservation con-servation work and help improve and conserve our nations' s resources.
