Last week, the Herald in an editorial called for the minutes to be kept at the city hall because when we checked they were not available. Verl Dallin, city recorder, said the official minutes of the commission are kept by the commission's secretary and stated the copy he keeps at the city hall is not "official." "Our files here may not even be complete," he added. Mayor Kenneth Creer said the planning commission minutes are "nothing other than a record I Superintendent Comments & , ( ByDr. JoeReidhead - : We have received many calls and letters realtive to Nebo employment practices. There are many accusations, in-nuendos in-nuendos and inaccuate statements being expressed around the district Shortly after I was enployed as superindendent of Nebo District, I was directed by the board to hire the best persons available for any position in the district. As far as I know, this has always been done. The superintendent cannot personally do the employing, em-ploying, so we use a system of screening applicants through the instruction department and the " three or four best applicants for a given position are sent out for the principal to interview. Then, the principal discusses his recommendation with the assistant superindendent of instruction, a selection is made, then I approve or 'disapprove their recommendatioa For many years the board has had the policy, as do most districts I am aware of along the wasatch front, of not allowing more than five year's experience ex-perience for employment in the district. This is necessary because Utah County is a very desirable place to live and if we had the money we could employ experienced teachers in every position. Also, if all the teachers in Nebo District were in the upper three or four years of the salary schedule, we would have to find approximately 20 percent more money than we now have 1 INC. Any official action taken on a planning commission recommendation recom-mendation would be noted in the regular city council minutes," he said. "The planning commission meetings are not official meetings like this one," said Creer, referring to the Tuesday night city council meeting. Asked why the "official" minutes of the planning commission com-mission have not been kept at city hall, Creer explained that there has never been a problem with the way they are currently kept. "I suppose we could set up a file here if that's what was wanted," he added. to pay the increased salaries. There are apparently several concerns that people have, one of then being mat we hire only inexperienced teachers. Of the 47 new teachers who have been hired for next year, IS of them or 32 percent have one or more year's experience, five of them having five or more years. Also, five of these 47 teachers have . advanced training, three of them with master degrees. If a candidate for a position is clearly superior to the next best candidate, we have employed the teacher who , in our Judgement would do the best job. We have tried to run a very fair employment practice, at the same time trying to improve Nebo School District through the employment of the best qualified teachers we can employ. This is the commitment we have made to the board At the same time we must run a balanced budget and try to provide for as many of the needs expressed by teachers, administrators, parents and our communities as we can. We feel we have good teachers in Nebo. Our students are acheiving well on standardized measurement instruments and we're spending much less than the state average per pupil. Nebo is a poor district in terms of available funds per student. We do feel that we have a good school district and we hope to improve it, but in order to do so we must be commited to employing the very best teachers we can find. A. II.
