Main I In Sprlngvme" f Drug Abuse Teacher Training Under the greatly expanded Federal program to fight the growing problem of drug abuse, announced by President Nixon earlier this year, a $3.5 million . program will be operated by the Office of Education, Department Depart-ment of Health, Education, and Welfare, to train school personnel, person-nel, particularly teachers, in the fundamentals of drug abuse education. Grants will be awarded to states on the basis of their population, the announcement said, with the minimum to be $40,000 arid the maximum $210,000. States will be encouraged en-couraged to match the Federal monies, but that will not be mandatory. Each state will be free to spend the money on training teachers as it sees fit. However, the Office of Education anticipates antici-pates that most states will want to use the U.S. Government training centers that will be operated op-erated in key locations around the country. At a first step, a National Action Committee was formed to provide leadership, technical assistance, and aid in program planning and development and other aspects of the program. This includes representatives from education, medicine, law, social work, and the behavioral sciences. Youth is also included, and members are drawn from' different dif-ferent ethnic groups and from both the public and private sectors. sec-tors. During the summer, those states that participate in the program will send teams of teachers, counselors, school administrators, ad-ministrators, students, and community com-munity leaders to be trained at selected university centers. The trained teams will tour their home states in the fall to train additional teachers and others drawn from every school district in each state. In all, it is expected that these training workshops will be attended by about 150,000 teachers and 75,-000 75,-000 students and community leaders. These trained people will be able, in turn, to present the fundamental facts for a drug education program to every school district in the country. As a final aspect of this special spe-cial program, in the Spring of 1971 it is planned that the National Na-tional Action Committee will sponsor a series of regional conferences to evaluate the effectiveness ef-fectiveness of the program and to plan future steps that may be taken to carry on and improve im-prove drug abuse education. President Nixon on Drug Abuse President Nixon recently issued is-sued a statement on drug abuse that should be read by every American: "In recent months, there have been stories about two heroin addicts that starkly illustrated the ominous nature of the narcotics nar-cotics problems. Like many addicts, ad-dicts, one of them not only used the drug, but sold it. Their stories were, in fact, different from those of other drug addicts ad-dicts in only one major aspect: each was only 12 years old. "One boy is being treated for addiction at a clinic. The other died from an overdose of heroin. "Drug addiction among school age youth is increasing at an alarming rate. Although funds for drug education and training have grown six-fold between be-tween fiscal 1969 and fiscal 1971, the situation calls for much greater effort." The President next outlined six major points of the new effort. These included teacher training, education, and other projects and will be covered in subsequent columns of Mental Health Matters, owing to their importance to every citizen and community in the country. President Nixon closed his special remarks on the drug problem with a strong ' statement state-ment that the Administration was placing high priority on the whole fight on drug abuse.
