Workers logged over Water Hollow Tunnel. More than 370 days including 200,000 man hours of work have elapsed since the last lost-time accident. This is an important milestone in the history of tunneling and reflects conscientious cooperation from top supervision to front-line worker. Boyles Bros. Drilling Company Com-pany and Gibbons and Reed Company are constructing Water Hollow Tunnel under a joint contract with the Bureau of Reclamation, at a cost of $5,594,823. The 4.1 mile long tunnel was drilled by Boyles Bros. Drilling Company. An 80-ton 80-ton mechanical mole drilled the tunnel to a 13-foot diameter. The drilling operation was completed com-pleted on March 12, 1970. Water Hollow Tunnel is now being lined with a foot-thick layer of concrete which reduces its size to 10 feet 4 inches. The concrete lining is being placed by Gibbons and Reed Company. Completion of the tunnel is scheduled for January 1971. The safety record has been established over the past year by construction workers working in three shifts, five days per week. Some lakes are still turbid due to high runoff and most streams are still high, but anglers report good success on fishable areas of streams. Roads and trails in the area are in fair to good condition; some snow remains on high mountain passes, and some trails are still wet. Feed for horses may still be scarce in some areas, so horsemen are advised to pack some feed for their mounts. A variety offish await anglers in the Uintas; species that are found there include rainbow, cutthroat, brook, German brown, golden trout, grayling, and whitefish. A bonus of six cutthroat or brook trout may be taken from most Uinta lakes, in addition to the eight trout limit. Bennett, R-Utah, joined in sponsoring a bill directed at prevention of interference with the exercise of the Constitutional rights of religion, speech, assembly, press, or petition. The measure, called the "First Amendment Freedoms Act," is geared to protect the rights of speech and assembly. It would authorize federal court injunctions and damage suits against both official and private interference with the exercise of First Amendment rights. "The bill favors no political faction," said the Senator. "It could be used against public officals who attempt unreasonably to stop or prevent meetings, or against protestors or others who attempt to seize buildings or prevent instructors from teaching their classes." The Senator continued, "Rights of speech, religion, and assembly are constantly being violated in this country. The First Amendment protects some of our most cherished freedoms. It cannot be allowed to erode in this way." "Since most state laws are ill-equipped ill-equipped to handle current threats, a federal statue appears to be necessary. Under our proposal the Justice Department would be authorized to intervene once a federal injunction has been asked for, and could prove to be a powerful mediating force in serious confrontations," Sen. Bennett said. TheUtahn is co-sponsoring the bill with Senator Roman Hruska (R-Neb.) and Sen. Phillip Hart (D-Mich.), both of whom served on the President's Commission on Violence. Mountains. The booklets have maps of roads and trails, as well as descriptions of the lakes and how to get to them. The booklets are 25 cents each and are available at any Fish and Game office.
