Ships of the fherchant marine, which formerly carried guns, tanks, planes and other articles of war, are now filling up with grain, wheat, corn, sugar, soya beans, cattle feed and canned goods. Chester H. Marshall. Gulf Coast director of the War Shipping Administration, Ad-ministration, said that in May half the volume of New Orleans and the other Gulf ports was allocated to food supplies bound for all parts of Europe. The cargoes, aboard the old victors vic-tors of the battle for transportation, transporta-tion, the Liberty shaps, are moving mov-ing to the Mediterranean and Black Sea ports, Italy, the Bal-kans, Bal-kans, Russia, France, Belgium, Holland and Britain. Biggest single cargo moving out of New Orleans is grain. The May total was 40 ships, which carried an estimated 340,000 tons. Court Upholds Tax Levied By Tribe SELLS, Ariz. (U.R) Sanford Toro, aged head of the Toro clan, is learning that Indian laws and customs must govern on Indian reservations. He lost a court fight against the Papago Livestock Board, which collected from Toro $55.67, a three! per cent tax on livestock he had sold. Federal Judge Albert M. Sames upheld the ordinance under which the tax was collected and, in ef feet, the form of tribal government govern-ment adopted by the Papagos several years ago. Toro contended he was the victim of "extortion and the tax ordinance was illegal. The Toros previously opposed actions of the Livestock Board. Last April, they obtained 226 signatures sig-natures to a petition sent to In-' terior Secretary Harold Ickes, protesting the board's limitation on the number of horses, burros and mules that may be maintained by one family group. Sanford's brother, Henry Toro, was sentenced by the tribal court to a year in jail for obstructing enforcement of the limitation, and Judge Sames refused a writ of habeas corpus.
