IMS Biddle Favors IfLease Surplus Plants WASHINGTON, April 25 U.R) Attorney General Francis Biddle today recommended the lease of surplus war plants rather than th Jr immediate sale in order to make a fairer determination of their -ultimate price and to encourage en-courage bidding by small busi ness. Biddle emphasized that "the disposal of surplus property involves in-volves much more than merely an attempt to get the best price for the government or to sell the property to the highest bidder." The value of the property should be determined by its facia ties for providing employment and .opportunity for new enterprise, enter-prise, he said. The bid of a purchaser pur-chaser who intends to close a plant to keep it out of competition should be rejected, he maintained. The attorney general's recom mendations were made in -his third report to congress on the disposition disposi-tion of government-owned prop- 4.rty.
