Illinois Youth Wins Scholarship NEW ORLEANS, April 21 (KR) 'Burton Bernard, 16-year-old Granite City, Til., high school student, stu-dent, today had a $4,000 scholarship scholar-ship to any college or university in the nation as first prize for winning the national high school students' oratory contest, sponsored spon-sored by the American Legion. Competing against three other sectional winners, Bernard spoke on "Legislative Transfusion." Burl Smith, 17, Redlands, Cal., won second place, speaking on "For This We Fight." Herbert B. Maw, today has told representatives of old age pension and assistance organization organ-ization that provisions of his hew welfare program will encourage able-bodied folks to take jobs and help relieve manpower shortages. He explained in a meeting last night that under provisions of the program assistance recipient' can supplement theirataiim'gitnfc of $40 a month with their own earnings if their budget shows they need it. The plan, he said, has been ap proved by the federal government and will give the recipients an incentive to better their own conditions.
