Leahy today became in effect an added member of the cabinet as an unofficial secretary of national 'defense. He undertakes the new duties with the complete endorsement end approval of both war and navy departments and in no sense displaces, nor minimizes the responsibilities re-sponsibilities of. Secretary of War Henry L. Stimson, Secretary of Navy Frank Knox, Admiral Ernest Ern-est J. King, or General George-C. George-C. Marshall. The facts appear to be that President Roosevelt needed expert and 24-hours-a-day assistance in his dual j6bs as President and rmmarder-in-chief of the armed forces. So Leahy has been named chief of staff to the commander-in-chief. The scope of Leahy's activities and the extent to which his decisions de-cisions will affect military operations oper-ations will depend on Mr, Roosevelt Roose-velt and the admiral since the lat-ter's lat-ter's authority depends wholly on 'nis proximity to Mr. Roosevelt. It is a kind of reflected authority. But it can be very real with the President's support. Leahy's recall to active service in the naval rolls and assignment assign-ment to the overall position as war adviser to Mr. Roosevelt was announced at yesterday's White House conference. The announcement followed an outburst of .second front reports from London which rapidly is building up a belief here that a , move in western Europe against Germany is imminent. Leahy's new appointment, however, is not an offshoot of these developments. It has been known here almost since Leahy returned from his post as ambassador to France that he would be gien an overall over-all military advisory position directly di-rectly under Mr. Roosevelt. The hope is urgently expressed here that the American people will see the Leahy appointment in its proper relation to the whole Washington Wash-ington picture. And if it Is so understood by the public there will be scant room for unwarranted unwarrant-ed rumor or spectulation that Leahy's star is risingr at the expense ex-pense of any of the men already engaged in the war effort.
