JOHNSON NEA Service BIHltary Writer It would be sheer murder to send the national guard into com bat against a first-class power this summer. The guard today is equipped to fight a war on the model not even of 1918 but about 1915. For a 1940 war, a high guard officer estimates the truard is about. 50 per cent equipped, aid less than 50 per cent organized and trained. . The guard is called our "first re serve." but if it had to be plung ed Into a major battle today it would be our first reverse and no fault of the guard, either, --All. this-is well-known - to Gen. George C. Marshall, chief of staff. He had had much experience with the guard, especially in II linois.:He knows previous War Department plans to call on the guard for,, action after 30 days are now just , so many scraps of paper. He. knows It would, take not 30 days but three months to get ready for action even the best guard division in the country The rest would require at least nine months preparation, and even then the men would not be fully equipped. If the guard today were com pelled to oppose the German air force and mechanized divisions on the Aisne, it would be wiped out. It has few anti-aircraft guns of 3-inch and 50 caliber norte whatever what-ever of 37-millimeter, which are especially valuable to ground troops. It is very short of search lights and sound locaters, and. its armories are too small to 3tore what is needed, even if it were available. It has no special guns, ana therefore "no special training: for anti-tank defense." Its tank com panies, which should have 10 modern tanks apiece, have only two antiques.! It has no semi-i automatic rifles and even by next summer only one regiment to a state will have them. - The guard doesn't shoot as straight as it should, partly because be-cause it is short of proper target ranges, The last report shows that in a year one-third of the guard coast-defense batteries either did not fire a short or fired poorly. The field batteries have plenty of guns mostly of World war or immediately post-World War model. mo-del. But if the enemy used gas, only a few rounds could be fired before guns and men went out f action, for only about one guards- man in five has- a gas mask. In Turmoil Of Reorganization . MaJ. Gen. . Things are being done now. Be- fore autumn there will be gas masks and other modern equip ment. But new equipment means new training in using it, and that takes time.
