Penney company told a house ways and; means committee commit-tee that enactment of the Pat-man Pat-man chain store tax bill would lower the American standard of living. He said the bill would "deal a staggering blow to the economic life of this country." The measure would levy taxes up to $1,000 a store on those stores over 500 in an interstate chain. Rep. Wright Patman, D, lex, sponsor of - the bill, has recommended these taxes be cut in half, ' 'The Patman bin," Sams said. "would hurt and tax this entire nation for tbe protection and en richment of a small minority of ill-advised marginal retailers.
