HUM The interstate commerce commission commis-sion today refused to sanction in terlocking directorates between the New York Central and the Chesapeake & Ohio railroads. The commission said such permission per-mission would amount to allowing allow-ing a violation of the interstate commerce act and possibly other laws.' No special circumstances suf ficient to justify the closer rela tlonship between the two roads have been shown, the commission said. Robert R. Young and Robert J Bowman, board - chairman and president, respectively, of the C&O had asked commission authority au-thority to become directors of the Central. (U.R) The 600 students of little Wilmington college will be able to look back on a 75-man dormitory in the years to come and say "I helped build that." The students, men and women alike, have turned out to do the actual building work on the new project The self-building program, growing out of the high cost of building materials and a shortage of funds was suggested by the students. They are pledged to do a certain amount of the labor on the dormitory during the next) five months.
