An announcement said the dispute dis-pute now was the subject of negotiation ne-gotiation between French and other Allied authorities, and pending a decision the French decided to. stay in the city. Stuttgart fell last week end to a pincers fashioned by the American Am-erican Seventh and French First armies. Despite the joint capture, today's official French announcement announce-ment said Stuttgart was "taken by our troops." The French said they would stay until a inter-Allied agreement delimited the future French zone of occupa- tion. The French are particularly touchy about Stuttgart. It is with in the, area on the right bank of the Rhine which Gen. Charles De Gaulle has said on numerous occasions oc-casions should be placed under the French military government. tracts are suddenly cancelled or when they run out. Restoration of the "spot" reconversion re-conversion machinery was an nounced last niht by WPB Chairman J. A. Krug. Center of bitter controversy amorg the nation's top leaders, the plan was virtually shelved by military edict last December when the Allied armies gave way under un-der the German counter-offensive. The army unsuccessfully tried to block the "spot" procedure for months before it was , announced. Born in strife, it was almost immediately im-mediately orphaned when Donald Don-ald M. Nelson, father of the plan. left the WPB chairmanship for tius present post as White House adviser. Nelson's successor, J. A. Krug. was lukewarm toward it and gradually gave way under continued con-tinued army pressure until the adverse military situation last December forced it into virtual disuse. J Restoration of the plan by Krug does not in itself mean an immediate increase in the output of consumer goods. It merely means that a smoothly-operating mechanism' for making the change-over is now available for use as the manpower, facilities and material are released from war work.
