Press Staff Correspondent Hard hit by death, resignations and by elections, the Democratic party in the house of representatives representa-tives has slumped today to a bare numerical majority of one seat. Here is the party alignment in the house as of today: - Democrats, 218. Republicans, 208. Progressives, 2. Farmer-Labor, .1. American Labor, 1. Vacancies, 5. Total, 435. The situation is similar to that after the 1930 Hoover-mid-term general elections when the count was 219 Democrats and 214 Republicans. The Democrats organized or-ganized the house then and elected elect-ed a speaker for the first time since losing control in tne 1918 general elections which took place mid-term in Woodrow Wilson's second administration. There appears to be no chance whatever in the Democrats improving im-proving their positions in by-elections by-elections to fill existing vacancies. Of the five vacancies, four were held 'by Democrats and one by Republicans. One Democratic seat, held by the late Henry B. Steag-all Steag-all in Alabama, is safe for the Democrats. The other three' Democratic Demo-cratic vacanvies might be won by RerubUcans if by-eJctions are' held now, The vacancy in the J7th Pennsylvania district was held by the late J. William Jiitter, a Republican. It is regarded as safe for the GOP because Ditter carried It in 1940 by 52,000 votes to 23.000. WASHINGTON, Dec. 11 OIH) Enemy prisoners of war in this country now number approximately approximate-ly 170,000, it was disclosed today at the war department as censorship cen-sorship relaxed some of the restrictions re-strictions on information concerning con-cerning prisoners. Of these, about 120,000 are Germans Ger-mans and 50,000 are Italians. In October it was announced there were approximately 140,000 prisoners pris-oners here, about three-quarters being German.
