Confidence that the city will finish 1937 without borrowing on tax anticipation was expressed Saturday by City Auditor Mary F. Smith as she released her August report of expenditures and revenues. - ' " Only one other time in recent years has Provo finished a year without borrowing. That was in 1936. With four months left in 1937 the city has an unexpended appropriation ap-propriation of $52,962.60. The street department has spent $22,379.65 of an appropriated appropriat-ed $22,575, leaving but $195.35 unspent. All other departments appear in fairly good shape, however, how-ever, according to the report. A total of $15,472.93 have been expended thus far this year for public improvements. Among the improvements made: Southwest water lines extension.
