Use Discretion, Legislators! What kind of a tax is the Utah state legislature going to put into effect? That's the question, troubling the people of this state. Announcement that the lawmakers had adjourned until Monday brought a cheerful note; at least they can't put on a tax while they're not in session. But the job is still undone. un-done. If the legislators exercise enough imagination they can readily see a loop-hole in the "higher sales tax" plan a big enough loophole to drive Utah's business through and out into the other states. Especially is this true of the outlying outly-ing fringe of cities. Do the lawmakers think for a moment that the people of Logan, for instance, are going to stand for a two percent tax? Logan people and citizens of many other outlying cities will drive into the adjoining state to buy, and laugh at the sales tax. On similar trips into Wyoming, Utahns might stop long enough to buy some beer and help Wyoming raise revenue. The proposed sales tax will undoubtedly drive Utah people peo-ple into other states to buy, into mail-order methods, into barter and ways .of cheating the tax, just as surely as it will drive some establishments to the wall. Herbert Maw of Salt Lake startled the senate Friday when he advised a tax on utilities. Mr. Maw declared one company had watered its stock to the extent of $34,000,000 prior to December, 1930; that it had sold preferred stock to many Utahns on an inflated value; that it had taken dividends divi-dends of 5 percent on the inflated capitalization. Mr. Maw may have proof of these statements, but whether he has, this newspaper cannot say. He did show courage in attempting another way out than by a tax that gouges everyone, regardless of power to pay, and gives a two percent bonus for everyone that will move out of the state Perhaps his tax scheme is workable. If proper machinery machin-ery is not set up, however, the tax imposed on utilities such as he proposes, will come 'right back on the consumer in higher gas and light bills, and so what? Mr. Maw said that the companies had done considerable book-juggling. They might do it again to put the tax on the consumer. The legislators have a very serious problem before them. It is a problem that deals with the personal matters of every person in the state, more than any other they have considered in this or the general session. University Alfred Osmond veteran professor profes-sor of English at Brigham Young university, has now been promoted promot-ed to professor emeritus, and Dr. P. A. Christensen has been created creat-ed bead of the department of English, Eng-lish, according to the announcement announce-ment in the university catalog just off the press. Professor Osmond, however, will continue to teach classes at the university. Dr. Christensen, the new head, received his Ph. D. degree from Stanford university in 1927, and since that year has been professor of English at Brigham Young university. uni-versity. Under his direction, the department this coming year will offer courses in English language, Engf.ish literature, American literature, liter-ature, general and comparative literature and journalism. The faculty n Journalism has been enlarged by the addition of Carlton Culmsee, a B. Y. U. graduate grad-uate of 1932, who is doing postgraduate post-graduate work In journalism this summer at the University of Southern California. New courses have been added to broaden the work offered in journalism and 20 are offered in the graduate division alone. In the field of comparative literature liter-ature a new course under the title, "Types of World Literature" is offered for three quarters, under Dr. Christensen, assisted by other members of the English department, depart-ment, and by instructors from the various departments of the university.
