BY AULKV DIBBLE United Press Staff Correspondent WASHINGTON, Sept. 17 (UJ! Chairman Frank M. McNinch of the federal power commission will assume his new post as. "trouble shooter" head of the federal communications com-munications commission Monday with his .first task indicated as an- inquiry into charges concerning creation of "dummy" -broadcast corporations. Taking temporary leave of his regular 'duties McNinch will use the full authority given him by the president to investigate charges that have led to threats of a congressional investigation of the communications body. The soft-spoken southerner begins the work Monday. The commission has alleged that George S. Smith and Paul M. Segal, Washington attorneys, have established "dummy" corporations and represented "dummy" clients in efforts to obtain authorizations. Smith and Segal have entered full denial of the charges. Hearing Oct. ,5V- The- charges will be thrashed out in a -hearing Oct. 5, over which McNinch will preside. He will investigate at that time charges of illegal procedural practices prac-tices before the commission. Sept. 17 (American Wire) Although a new $300,000 school building is under un-der construction here to replace the one in which 400 teachers and children lost, their lives in' a gas blast last March 18 echoes of the explosion are just now starting to be heard in courts here. . More than 200 damage suits will be heard this fall, as a result of the explosion. The plaintiff's claim that the company which produced the gas allowed pressure to get so low that various flames went out, allowing leakage into the building.
