PAUL, June 11 ILE Sheriff Thomas J. Gibrons of Ramsey County has a flair for applied psychology, and uses it on the younger delinquents who come into his custody. When youth is" brought to the offlc' Sheriff Gibbons leaves him alone for a short time' in the juvenile room. When he returns, invariably he finds the youngster reading a letter which is framed on the wall. The lelter was written by Vol-ney Vol-ney Davis, now serving life in Alcatraz prison.
