Premier Benito Mussolini was expected to seize the occasion to warn League of Nations powers' in positive terms of the danger of continuing economic sanctions against Italy. It was indicated that he would deliver an ultimatum ulti-matum sanctions to be withdrawn, with-drawn, or Italy to leave the league. With a meeting of the league council and its committee of 18 scheduled for June 16. and with Argentina pressing for a special meeting of the league assembly all to consider the sanctions question and the vexatious problem prob-lem of whether to recognize Italy's annexation of Ethiopia Mussolini's Musso-lini's expected address was full of explosive potentialities. 5 Gal. Sc Wield 70 EAST tflftST NORTH Quiet, Scholarly, Wealthy, Leon Blum Seems a BY MORRIS GILBERT NEA Service Staff Correspondent PARIS, May 27 When Leon Blum becomes premier of France June 1, several "ficsts" will be written into the history of the Third Republic. Blum will be the first Jew ever to head the French government. He will be France's first Socialist Social-ist premier. He will head the first avowedly radical government France has had in this century. Having been in "perpetual opposition" op-position" for the whole 25 years of his intellectual leadership of the Socialist party In France, Blum uow faces the necessity of governing. gov-erning. His backing is a coalition of radical parties, his own Socialists, the Radical Socialists, and the Communists. Only his own party is solidly behind him on principle, the others supporting him only as a matter of current tactics. Blum is a strange man to lead France's first radical government. He is rich, the son of a prosperous prosper-ous silk merchant. It used to be said of him that "he has-given up substance in life for 4the cause of a class to which he does riot belong be-long socially." He is highly intellectual, and an artist and critic of conspicuous culture. His hebby has been the collecting of rare and choice specimens speci-mens of gold and silver plate. Author, Critic, Lawyer He wrote a book on Socialist congresses before he was 30. He has written a book on Stendhal, a book of imaginary conversations conversa-tions between Goethe and Ecker-mann, Ecker-mann, a book on marriage. He was dramatic critic of the conservative Matin Under th noin de plume of Guy Launay. He was a gifted lawyer. He lives simply, amid books stacked up ceiling-high, a few ex-celelnt ex-celelnt paintings, in a small and secluded Paris house. He is 64 years old. tall. thin, and rangy. In the eyes of the bitter Parisian cartoonists, he is always something of a scarecrow. He has a droopy mustache and wears eyeglasses perched on his prominent nose. As all French radical leaders must me, he is a persuasive orator. Blum was scarcely known, even to French Socialists, before 1919. Then he emerged suddenly as an apostle of harmony and good will in a disorganized Socialist party. He had been a friend of Jaures, the party leader who was mur- dered in a sidewalk cafe during the confused days of the outbreak of the war in 1914. Blum faces the gravest problems. prob-lems. Though he is against devaluation de-valuation of the franc. French finances and money are admittedly admitted-ly in a precarious position. Though he is for international cooperation co-operation for peace, he faces a triumphant tri-umphant Italy on one side, and a defiant. Jew-hating Germany on the other. Though he believes France ought to pay its debt to the United Unit-ed Stages, he doesn't see how she can. Though he favors a vast public works program to absoib the French unemployed, he can't be sure how to get the money from a people notoriously uverse to paying taxes. ' Blum must be prepared for assaults as-saults on the one hand from Communists, Com-munists, who are certain to consider con-sider him a reactionary sellout, and from all conservative groups on the other, who are equally certain cer-tain to attack him as a wild-eyed evolutionary. But the quiet. srhuiaily M Blum has been in the middle before. be-fore. He has gone about selecting his cabinet with . deliberation that shows he is preparing a tremendous tre-mendous effort to please both sides.
