' Inconsistencies in II. F. C. Regulations Efforts of a number of Utah cities to provide adequate financing- for needed make-work projects have disclosed many inconsistencies in the Reconstruction Finance corporation cor-poration set-up as actually works out in practice. Many of our towns who have applied for loans to finance fin-ance "self-liquidating" projects have found it impossible to obtain any loans. One of the larger cities in this county, to take a concrete example, made efforts to secure an $80,000 loan for the purpose of replacing the wooden pipe in the city water system with 12-inch cast iron pipe. After some investigation, the loan was refused on the grounds that the project was not sufficiently self-liquidating. Had the loan been granted, more than 80 per cent of the proceeds would have been used for the purchase of locally local-ly manufactured pipe. The remainder would have gone for wages to local residents, many of whom would have been able to turn part of this money back to the city on delinquent delin-quent water and electric light accounts. Thus the cash secured se-cured would have been made to circulate through the community com-munity to stimulate local trade, and at the same time provided pro-vided the town with a much-needed improvement. The inconsistent part of the case arises through the fact that while the R. F. C. is unwilling or unable, to lend any money to a community of that kind, substantial sums are handed every month as a gift for direct relief. Relief through launching of needed projects would be much more effective in providing relief iwm the doles handed ut by the R. F .C. Howdy, folks! And the American people, now tliat beer has been made legal, are very apt t decide that they don't care much for beer after all. Amid all the turmoil over beer, what about the return of the clove the humble clove that timid husbands hus-bands used to munch before going home to be greeted by suspicious wives?
